Mehta, PE, Managing Director, Solid Waste Disposal District <br />Subject: Work Order No. 45 to Kimley Horn and Associates for Landfill Automated Scale System <br />Descriptions and Conditions: <br />The Indian River County (IRC) Solid Waste Disposal District (SWDD) utilizes an in -bound and an out -bound <br />scale system to track all incoming and outgoing materials at the IRC landfill. Deliveries include a <br />combination of private (residential) drop-offs, commercial haulers (ex. construction and demolition debris <br />and landscaping contractors), and municipal haulers that service the unincorporated County and <br />municipalities. SWDD is proposing to add an automated, unmanned, in -bound bypass scale that would <br />allow the municipal haulers and certain commercial haulers that have accounts set up with SWDD to <br />automatically weigh-in, drop off, and then exit, with the net weight delivered calculated based on pre- <br />recorded tare weight for that particular truck. This will improve service efficiency for SWDD customers <br />and reduce cue -time for these account holders. <br />To facilitate this project, staff requested a proposal from Kimley-Horn and Associates, Inc. (KHA) to provide <br />design, procurement, and construction services for the project. <br />Analysis: <br />Kimley-Horn and Associates, Inc. has prepared Work Order No. 45, per the Continuing Consulting <br />Engineering Services Agreement for Professional Services, provided in Attachment 1, for engineering <br />services detailing the scope of work, budget, and schedule for each of the tasks. The tasks are listed below <br />showing the scope and their estimated fees.
