Proposal to Satisfy a Lien of the Environmental <br />Control Office - Doman/Island Metals Tire Dump <br />The Board reviewed a Memorandum of August 28, 1995: <br />INTEROFFICE MEMORANDUM <br />DATE: August 28, 1995 <br />TO: James Chandler <br />Admi ' trator Indian 'ver County <br />FROM: 91VI. . <br />Enviro ental Control Officer <br />SUBJECT: A Proposal to Satisfy a Lien of the Environmental Control Office <br />Request the attached item be put on the Board of County Commissioners' consent agenda <br />September 5, 1995, if possible. <br />The matter involves liens placed against property of Ronald Doman for fines levied in the <br />Island Metals Tire Dump case. The liens were placed upon two office condominiums <br />owned by Dr. Doman, one of which he is now attempting to sell. The prospective buyers <br />are insisting on satisfaction of the lien on this unit prior to closing. . <br />This proposal results in $19,750.00 to the Board of County Commissioners now. The <br />balance of the unpaid fine remains a lien against the remaining condominium and any <br />other property of Dr. Doman's. <br />It is recommended that the Board approve this proposal. I will be in attendance to answer <br />questions that might arise. <br />Vice Chairman Adams felt that the County needs to recoup all <br />the funds due on these liens and had a real problem with releasing <br />part of the property for only a partial payment. <br />Commissioner Bird emphasized that the remainder of the lien <br />would still be secured. <br />County Attorney Vitunac stated there is not enough money in <br />the proposed transaction to pay the total lien. <br />Director of Environmental Health; Michael Galanis advised that <br />Dr. Doman was the owner of the property, had participated in allow <br />tires -to be dumped, and had then declared bankruptcy. The County <br />had then placed liens on all property owned by Dr. Doman, with the <br />exception of his homestead property.
