ALTERNATIVES AND ANALYSIS:. <br />On August 21,'1995, Edlund & Dritenbas Project Architect John Binkley <br />recommended in writing that the bid be awarded to C & D Construction, <br />Inc., of Cocoa, F1, based on their base bid of $308,000 minus $4,200 <br />for a final bid price of $303,800. Binkley advised in the letter <br />that he had reviewed the contractor's qualification statement, <br />financial status, current work load, rating of its bonding company, <br />resumes of the company's key personnel who will be associated with <br />the project, and projects completed in the past. <br />If the Board approves the bid award to C & D Construction, Inc., in <br />the amount of $303,800, additional funds will have to be authorized <br />inasmuch as only $100,000 has been allocated for this project until <br />FY 97/98 when an additional $314,000 would become available. Given <br />the fact that $17,613 has been expended for architectural and <br />permitting fees of the original $100,000, it is estimated that the <br />total cost for constructing and furnishing the Northwest Station will <br />be $348,033 of which $414,000 has been allocated for the Northwest <br />Emergency Services Station. <br />Actual and/or anticipated expenses for Station #10 areas follows: <br />Contractor $ 303,800 <br />Architectural & permitting 17,613 <br />Remove & replace tower 3 500 <br />Furnishings/equipment 13 120 <br />Contingency 10,000 <br />Total Estimated Project 348 033 <br />RECOMMMNDATION: <br />Given the fact that the only fire protection available to residents <br />in the northwest part of the County originates in Sebastian with a <br />delayed response and the fact that the Fellsmere Volunteer Ambulance <br />Service has notified the County that it is ceasing -'EMs operations on <br />January 1, 1996, staff recommends the Board award the station <br />renovation/construction bid. to C & D Construction in the amount of <br />$303,800 and approve the $348,033 necessary to complete the project. <br />John Binkley with Edlund & Dritenbas Architects, P.A. advised <br />they have attempted to retain the surrounding mediterranean revival <br />architectural style in keeping with the wishes of the City of <br />Fellsmere. Mr. Binkley presented several renderings for the <br />Board' s examination and advised that the structure could be used as <br />a hurricane shelter once completed. <br />Commissioner Bird questioned title to the land, and Attorney <br />Vitunac advised the property is leased from the Fellsmere <br />Volunteers, with the understanding that the County will inherit the <br />land should the Volunteers go out of business. <br />Commissioner Bird felt that the County should make an attempt <br />to obtain title to the property in view of the substantial <br />investment being made through these renovations and repairs. <br />-Emergency Services Director Doug Wright reminded the Board <br />that any items available from other sources would be utilized prior <br />to purchases being made. <br />SEPTEMBER 5, 1995 20 8!ocK 95 PSE 990 <br />
