Bird, the Board unanimously, by a 4-0 <br />vote (Chairman Macht being absent), awarded Bid <br />#5096 to C & D Construction in the amount of <br />$303,800, approved the $348,033 necessary to <br />complete Fire/EMS Station #10; with directions to <br />staff to review the Lease on the property; with the <br />understanding that surplus items will be used where <br />available; and with the understanding that the sales <br />tax fund has been refigured. <br />CONTRACT AGREEIKNT ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD 10/3/95 <br />CONCEPTUAL APPROVAL OF LAND PURCHASED FROM CITY OF <br />SEBASTIAN FOR USE AS NORTH COUNTY 800 MHz TOWER SITE <br />The Board reviewed a Memorandum of August 28, 1995: <br />TO: Honorable Board of County Commissioners <br />THROUGH: Jim Chandler, County Administrator <br />FROM: Doug Wright, Director <br />Emergency Services <br />DATE: August 28, 1995 <br />SUBJECT: Conceptual Approval of Approximately One Acre <br />of Land Purchased from City of Sebastian (Utility <br />Purchase) for Use as North County 800 MHz Tower Site <br />It is respectfully requested that the information contained herein <br />be given formal consideration by the Board of County Commissioners <br />at the next scheduled meeting. <br />DESCRIPTION AND CONDITIONS: <br />The communications propagation study for the 800 MHz Communications <br />System indicates that the property used by the City of Sebastian <br />for their utilities system and now in the process of being conveyed <br />to Indian River County after being approved for purchase, would be <br />an ideal site for the north county tower. <br />Staff is requesting that the Board conceptually approve the site <br />indicated on the attached map in red as a communications tower site <br />so that FAA and FCC paperwork can be completed on the copious <br />documentation required for submission to obtain additional channels <br />of radio frequency in the 800 spectrum. The window for filing for <br />the additional channels closes on September 23, 1995, and approval <br />of this site is needed to proceed with completion of the documents. <br />ALTERNATIVES AND ANALYSIS: <br />After the County closes on the property and title is transferred, <br />a final determination can be made by the Board as to payment, if <br />any, due the Utilities Department or other title holder, the method <br />of payment, and by whom. What is urgent now is the Board's <br />approval of the use of part of the property for a communications <br />tower site with ingress and egress, regardless of whether_ the <br />balance of the property is sold or otherwise disposed of in the <br />future. <br />SEPTEMBER 5, 1995 21 <br />
