Aesthetics is another concern since outdoor events and sales tend <br />to be less aesthetic. Such events can create a -negative visual <br />impact along a roadway and such negative impacts are the main <br />reason that outdoor flea markets are strictly regulated in the <br />county and in other jurisdictions. Due to these possibly negative <br />impacts, the draft Wabasso Corridor Plan proposes to prohibit <br />outdoor sales events within the Wabasso Corridor area. Staff will <br />consider recommending that the Board enact such a prohibition along <br />the SR 60 corridor when the Board reviews the SR 60 Corridor Plan <br />in the future. <br />•Alternatives <br />The Board has several alternatives in dealing with temporary uses <br />in general and mobile pet vaccination services in particular. <br />These alternatives include: <br />1. Eliminate temporary uses Although this alternative addresses <br />all fairness, aesthetics, and site improvements issues, it is <br />not practical. As previously described, certain temporary <br />uses are necessaryaand many have been allowed for many years <br />without a history of creating problems. <br />2. Restrict and further reculate temporary uses. More <br />restrictive, special regulations could be applied to address <br />specific nuisance or site development concerns. However, in <br />staff's opinion the existing general review standards for <br />temporary uses already address such concerns. <br />3. Prohibit certain temporary uses in certain areas. As is the <br />case with the draft Wabasso Corridor Plan, for aesthetic <br />reasonsicertain uses can be prohibited in certain areas as <br />long as such uses are reasonably accommodated elsewhere. In <br />staff's opinion, for aesthetic reasons all outdoor sales and <br />service events, including mobile pet vaccination services, <br />could be prohibited from the Wabasso and SR 60 corridors. <br />Under such an alternative, similar commercial events would be <br />treated equally and would be reasonably accommodated within <br />the county outside of those corridors. <br />4. Make no changes to temporary use regulations The Board could <br />affirm the existing LDRs and staff's interpretation of the <br />existing regulations, as described in this report. <br />•Summary <br />In regards to animal health and safety issues, it is the opinion of <br />the county attorney that the state has already adopted regulations <br />to address these issues. These regulations, as well as state and <br />local sanitation regulations can be monitored by environmental <br />health department staff without a change to current county LDRs. <br />19 <br />SEPTEMBER 12, 1995 600 96,, <br />
