BOOK 96, , PF ?F <br />In regards to zoning matters, mobile pet vaccination clinics are <br />similar to other temporary commercial sales or service events. <br />Such events are regulated in regards to public health, nuisance, <br />duration, and site suitability issues. Such uses are required to <br />be conducted on improved sites where excess site use capacity <br />exists due to vacant tenant space, closed stores, or oversizing of <br />improvements. Staff's position is that any restrictions or <br />prohibitions placed on mobile pet vaccination clinics should also <br />be placed on similar temporary commercial sales and service events. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners: <br />1. Direct staff to require mobile pet vaccination clinic <br />temporary use permit applicants to arrange for environmental <br />health department inspections and for such applicants to <br />comply with environmental health department directives given <br />to correct any items found not to be in compliance with state <br />and local health regulations. <br />2. Affirm staff's current interpretation of temporary use <br />regulations as described in this report or provide staff with <br />policy changes that can be formally implemented in the next <br />round of LDR amendments. <br />Commissioner Adams suggested this item be tabled for two weeks <br />since we are not able to contact -Pet Vaccine Services, Inc. <br />Commissioner Eggert advised that she would be away in two <br />weeks and would like to address the matter next week. <br />Chairman Macht suggested deferring it until Commissioner <br />Eggert's return from knee surgery at the end of October. <br />Planning Director Stan Boling anticipated a request for <br />another clinic to be held at Ryanwood in October, and the Board <br />directed staff to apply the existing rules until it is changed, if <br />it is changed. <br />Chairman Macht announced that we will schedule.a meeting on <br />Commissioner Eggert's return after surgery. <br />20 <br />SEPTEMBER 12, 1995 <br />
