Managing Director Geosyntec"' <br />2 February 2022 <br />Page 3 consultants <br />the required renewal application submittal date of May 13, 2022, is very close to the semi-annual <br />sampling completed in January 2022. It also requires different parameters from those ofthe routine <br />semi-annual sampling listed in paragraph 62-701.730(8)(c), F.A.C. However, Geosyntec has <br />confirmed that the extra parameters are included in the sampling analysis that is being conducted <br />for this semi-annual sampling event and can be added to the schedule for the analytical testing <br />laboratory. Therefore, Geosyntec will request from FDEP approval to use the January 2022 semi- <br />annual sampling results, including results for the extra parameters, in the permit renewal <br />application. As such, the scope of services presented below does not include additional <br />groundwater sampling and analytical testing for the permit renewal application. <br />For budgeting purposes, the scope of work will be performed in three phases as follows: <br />• Phase 1 — General Consulting/Meeting Support/Project Management; <br />• Phase 2 — Preparation of the Solid Waste Permit Renewal Application; and <br />• Phase 3 — Response to Regulatory Comments. <br />Each of these phases is briefly described below. <br />Phase 1— General Consulting/Meeting Support/Project Management <br />Under this phase, Geosyntec will perform project planning and management responsibilities, such <br />as correspondence with SWDD and FDEP, invoice review, project coordination, budget and <br />schedule tracking and project administration. Geosyntec has also included a budget for preparation <br />and attendance (by two Geosyntec personnel) at two meetings: (i) kickoff meeting with SWDD <br />staff to obtain information required to complete the application; and (ii) a pre -application meeting <br />with FDEP and SWDD to discuss specific permitting issues. During the pre -application meeting, <br />Geosyntec will request use of the January 2022 semi-annual groundwater sampling data for the <br />permit application in lieu of an additional sampling 90 days prior to submittal of the renewal permit <br />application. Geosyntec has assumed that the FDEP meeting will be held via teleconference in <br />order to reduce overall costs to the project. <br />Phase 2 — Preparation of the Solid Waste Permit Renewal Application <br />Geosyntec will prepare the FDEP Solid Waste Operation Permit renewal application for the C&D <br />Debris Disposal Facility. Geosyntec will complete FDEP Form No. 62-701.900(6) titled <br />"Application for a Permit to Construct, Operate, Modify or Close a Construction and Demolition <br />Debris Disposal or Disposal with Recycling Facility" and address all applicable additional <br />information items required by the form.
