-A <br />HOUSING ELEMENT <br />The objective for the 1982 Housing Element is that: <br />1. Indian River County will encourage the development of a <br />safe and convenient housing supply which is accessible <br />to public services and facilities. The county will <br />encourage the private sector to offer housing with a <br />wide range of housing costs in order to satisfy the <br />needs of all income levels within the community. <br />" Assessment <br />Monetary support for the provision of housing has been provided by <br />the county to the housing Authority. The county, however, has not <br />been directly involved in the home building/providing process. <br />Through its land development regulations, the county permits a <br />broad range of housing types, including single family, multiple <br />family and mobile homes with various densities from less than one <br />unit per acre to fourteen units per acre. The highest densities <br />are most likely to have lower cost housing. Presently, there is <br />no special consideration for lower cost housing with regard to <br />permits, codes, improvements and impact fees. In addition, there <br />is little direct action on the part of the county government to <br />develop housing. However, Indian River County's lowest income <br />area, Gifford, has made use of grant funds for sewer and water <br />service. The county is examining future initiatives to improve <br />the housing supply in Indian River County. <br />Several recent developments, funded by a variety of federal and <br />state funding programs, have provided additional housing units for <br />lower income persons. One development is Treasure Coast Village. <br />This is a 71 lot single-family subdivision developed by the <br />Housing Authority. A broad range of financing methods were used. <br />Victory Park, a farm labor housing project, has 50 units in Phase <br />I and 50 units under construction in Phase II. The project was <br />funded through the Farmers Home Administration. The Housing <br />Authority has provided direct funding assistance or managed <br />funding for home rehabilitation of 100 units through grants and <br />low cost loans. The housing Authority has provided housing <br />assistance to over 400 families per year. <br />16 <br />
