UTILITY (ELECTRICAL POWER) ELEMENT <br />There are two objectives to the Utility (Electrical Power) Element <br />of the 1982 Comprehensive Plan; <br />1. State the inter -relationship between power generating <br />facilities and transmission lines; <br />2. Recognize the need for electrical power to serve <br />existing facilities and projected growth. . <br />Assessment <br />It was a requirement of the 1975 Local Government Comprehensive <br />Planning Act that all local governments complete a Utility Element <br />as part of their comprehensive plan. <br />Indian River County has coordinated with FPL and with the Vero <br />Beach Municipal Electric Company. In so doing the county has <br />reviewed each utility's 10 -year utility facilities plan. This <br />coordination has helped to avoid conflict with local plans and <br />development patte,:ns throughout the county. <br />The county has encouraged practical use of underground utilities, <br />as well as the collective use of utility corridors and easements. <br />Indian River County has developed land use regulations which <br />encourage the location of electrical facilities, transmission <br />stations, substations and T.V. towers so that a minimum land use <br />and aesthetic conflict occurs. The county is presently amending <br />its tower regulations to further avoid such conflicts. Through <br />zoning and land use regulations, the county has required <br />appropriate buffering and landscaping in an effort to minimize <br />aesthetic conflict. in addition, the county enforces the Energy <br />Efficiency Codes through the Building Department. <br />The county has been and will continue to support and cooperate <br />with federal, state and local government research for present and <br />future energy needs. Indian River County will continue to <br />coordinate with FPL to ensure that sufficient electrical power is <br />maintained in the county. <br />17 <br />
