Keating, AICP Commu i Development Director <br />i <br />THROUGH : Sasan Rohani , AICP ; Chief, Long- Range Planning <br />FROM : John Wachtel ; Senior Planner, Long - Range Planning <br />DATE : October 3 , 2001 <br />RE : Countv Initiated Request to Amend The Recreation and Open Space Element <br />of the County ' s Comprehensive Plan <br />PLAN AMENDMENT NUMBER : CPTA 2001 - 01 - 0109 <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of October 16 , 2001 . <br />DESCRIPTION AND CONDITIONS <br />On February 13 , 1990 , Indian River County adopted its comprehensive plan . On :March 17 , 1998 , <br />as part of the Evaluation and Appraisal Process , that plan was substantially updated . The plan must <br />periodically be reviewed and revised in order to reflect the community ' s changing needs and desires . <br />For that reason , the county has initiated this amendment. <br />BACKGROUND <br />Although the Recreation and Open Space Element of the plan currently contains an Objective and <br />a policy related to arts and culture, the Board of County Commissioners , on April 117 20001 <br />instructed staff to initiate a comprehensive plan amendment to create a cultural element for the <br />comprehensive plan . Since that time , staff has worked with the Cultural Council , which is the <br />county ' s designated Local Arts Agency , on several aspects of this project . <br />The development of a new element requires several phases , including an inventory of existing <br />conditions and facilities .
