Conditions could include an inventory of arts <br />organizations , the size of their membership , and how many people use the various facilities . This <br />phase could also include a description of the condition of the facilities . <br />Currently , an acceptable inventory of existing conditions and facilities is not available . The Cultural <br />Council , however, has offered to help develop one for the future . <br />Recognizing that without an inventory of existing conditions and facilities a new element could not <br />be developed , it was determined that as an interim step , prior to the development of a new element, <br />a new goal and two new objectives involving cultural activities could be added to the Recreation and <br />Open Space Element . <br />Those proposed changes to the comprehensive plan were processed for the July 2000 amendment <br />submittal window . On September 28 , 2000 , the Planning and Zoning Commission held a public <br />hearing and voted to recommend that the Board of County Commissioners approve that amendment . <br />On November 7 , 2000 , the Board of County Commissioners held a public hearing at which they <br />considered the July 2000 cultural amendments . At that meeting several concerns were raised <br />regarding the proposed amendments . Because of those concerns , the Board instructed staff not to <br />transmit those amendments to the Florida Department of Community Affairs . Instead , the Board <br />instructed staff to continue to work on the proposed cultural objectives and to reprocess them as part <br />of the January 2001 plan amendment cycle . <br />Planning staff has continued to work with the Board, the Cultural Council , and the general public <br />to address the concerns raised at the November 7 , 2000 , meeting . Through that method a new <br />amendment was drafted and submitted during the January 2001 plan amendment application <br />submittal window . <br />The subject revisions delete Recreation and Open Space Element Objective 11 and Policy 11 . 1 , and <br />create new Recreation and Open Space Objective 11 and Policies 11 . 1 to 11 . 6 . <br />The proposed additions and deletions to the plan are shown in Attachment 2 . In this attachment, <br />deletions are indicated by stiikc tinough: , while additions are shown as double underlined . <br />PAST ACTIONS <br />On April 5 , 2001 , the Planning and Zoning Commission voted to 6 to 1 to recommend that the Board <br />of County Commissioners approve the proposed amendment with the addition , by reference , of <br />definitions of cultural organizations . That recommendation has been incorporated into Attachment <br />2 . <br />On May 17 , 2001 , the Professional Services Advisory Committee voted 9 to 0 recommend that the <br />Board of County Commissioners approve the proposed amendment . <br />On June 5 , 2001 , the Board of County Commissioners voted 5 to 0 to transmit the proposed <br />E <br />comprehensive plan text amendment request to the Florida Department of Community Affairs <br />DCA ) for its review . <br />ORC REPORT <br />Consistent with state regulations , DCA reviewed the proposed amendment and prepared an <br />Objections , Recommendations and Continents ( ORC ) Report ( dated August 17 , 2001 ) , which <br />planning staff received on August 20 , 2001 .
