" The proposed new objective cluster <br />establishes a framework to guide county decisions about culture and the arts . <br />The proposed new objective is measurable and achievable . Directly related to achieving the <br />objective, the proposed new policies are actions that the county can take to support arts and culture <br />in the county .It is important to note that the proposed policies do not support any particular <br />organization . In fact, they are specifically worded to refer to all county cultural organizations . <br />Finally , no changes to any existing policies or procedures are required to implement the proposed <br />policies . For these reasons , the proposed amendment is reasonable . <br />CONSISTENCY WITH THE COMPREHENSIVE PLAN <br />Staff reviews each comprehensive plan amendment request for consistency with all applicable <br />policies of the comprehensive plan . As per Section 800 . 07 ( 1 ) of the county code, the <br />comprehensive plan may only be amended in such a way as to preserve the internal consistency of <br />the plan pursuant to Section 163 . 3177 ( 2) F . S . " <br />The goals , objectives and policies are the most important parts of the comprehensive plan . Policies <br />are statements in the plan which identify the actions which the county will take in order to direct the <br />community ' s development . As courses of action committed to by the county , policies provide the <br />basis for all county land development related decisions --including plan amendment decisions . <br />While all comprehensive plan policies are important, some have more applicability than others in <br />reviewing plan amendment requests . Future Land Use Element Policy 14 . 3 , however, is applicable <br />to all plan amendment requests . For that reason , this section will begin with a discussion of how the <br />proposed amendment is consistent with Future Land Use Element Policy 14 . 3 . <br />Future Land Use Element Policy 14 .3 <br />In evaluating any comprehensive plan text amendment request, the most important consideration is <br />Future Land Use Element Policy 14 . 3 . This policy requires that at least one of three criteria be met <br />in order to approve a comprehensive plan text amendment . These criteria are : <br />e the proposed amendment corrects a mistake in the approved plan ; <br />the proposed amendment corrects an oversight in the approved plan ; or <br />0 the proposed amendment is warranted based on a substantial change in circumstances . <br />In this instance , the subject amendment meets Future Land Use Element Policy 14 . 3 's third criterion. <br />That criterion allows plan amendments based on a substantial change in circumstances . In this <br />instance , that change in circumstances is the initiative taken by the Board of County Commissioners . <br />That initiative is based on a new recognition of several factors including the community ' s desires <br />and the benefits of arts and culture to the county ' s economy and quality of life .
