She thought the <br />County had made an error by not having commercial , then multi - family , then single - family, <br />and then agriculture , the utopia of planning . Then along came traditional neighborhood <br />designed communities . She felt the issue was that the urban service area has been <br />continually breached along 58 "' Avenue . She thought the proposal before the Board was an <br />attempt at a solution , but was unsure if it was a satisfactory solution . She wondered if some <br />measure of safety, a definite criteria, could be added to it that when the adjoining urban <br />service area develops to a certain degree , then the relief would "kick in " for that acreage . <br />She understood Ms . Crowe ' s concern about the future about the high school which is to <br />established on the church ' s property . Commissioner Adams understood and explained why <br />people have chosen not to farm . <br />Chairman Ginn pointed out this would allow one unit/acre and if a PD were <br />developed it would be 3 units/acre , which is fairly dense . <br />Commissioner Adams recalled that the PD would require certain buffers which would <br />not be required without the PD . <br />Vice Chairman Stanbridge recounted some of the process the Planning Board went <br />through when creating the Comprehensive Plan and the commercial nodes . Good planning <br />practices were primary concerns , but in this area it was not done . It worked fine when it was <br />first beginning to build out, but now that commercial node is built out to the point of <br />complete awareness of the commercial development at 58 "' Avenue and SR 60 by everyone <br />including the neighbors .That area is now a "pressure point " , but the other two areas have <br />not yet been affected by build- out . She wished to see language incorporated that the abutted <br />commercially designated property had to show some percentage of build- out .
