O ' Haire who suggested that the <br />70 % trigger be used for the PD process . <br />After a brief discussion , this suggestion was added to the motion and the motion was <br />restated . <br />THE CHAIRMAN CALLED THE QUESTION and the motion <br />carried by a 3 -2 vote (Chairman Ginn and Commissioner Macht <br />opposed) .
