To the west of the site, across <br />82 "d Avenue, land is designated L- 1 . Land to the south of the site is designated C/I . <br />Subject Property 3 <br />Subject Property 3 and properties to north , south, and east are designated AGA . Property to the west <br />of Subject Property 3 , across 74" Avenue , is designated C/I . <br />Environment <br />Although consisting mostly of citrus groves , the subject properties are likely to contain some upland <br />and wetland habitat . According to Flood Insurance Rating Maps , Subject Property 1 is within an <br />AE " 100 year floodplain , with a minimum base flood elevation requirement of 23 feet NGVD . <br />Subject Properties 2 and 3 are not within flood hazard areas . <br />Utilities and Services <br />Potable water distribution lines from the South County Reverse Osmosis Plant are in the right- of- <br />way , or are planned to soon be in the right- of- way , of 82nd Avenue , 58 " Avenue , and 74`d Avenue , <br />adjacent to the subject properties . Wastewater collection lines from the West Regional Wastewater <br />Treatment Plant are in the right- of- way , or are planned to soon be in the right- of- way , of 82 "d <br />Avenue , 58 " Avenue , and 74 `h Avenue , adjacent to the subject properties . <br />Transportation System <br />Classified as an urban principal arterial road on the future roadway thoroughfare plan map , the <br />Portion of 58 " Avenue that is between the Main Canal and 12 " Street is a four lane paved road with <br />approximately 120 feet of existing public road right-of- way . A project to expand 58 `h Avenue to four <br />lanes between 12" Street and 9" Street , SW is scheduled to begin in December 2001 and to end in <br />2004 . <br />The segment of 74" Avenue between 9" Street, SW and 13" Street, SW is classified as a rural major <br />collector road on the future roadway thoroughfare plan map . This segment is a two lane paved road <br />with approximately 30 feet of existing public road right - of- way . Currently , there are no plans for <br />expansion of this portion of 74`h Avenue . <br />Classified as a rural principal arterial roadway on the future roadway thoroughfare plan map , <br />82nd <br />Avenue , between 5 ` Street, SW and 16" Street, is a two-lane road with approximately 60 feet of <br />public road right-of- way . This portion of 82 "' Avenue is programmed for expansion to 136 feet of <br />public road right- of- way and four lanes by 2020 . <br />ANALYSIS <br />In this section , an analysis of the reasonableness of the land use amendment request will be <br />presented . Specifically , this analysis will address : <br />the request ' s impact on public facilities ; <br />the request ' s consistency with the county ' s comprehensive plan ; <br />the request ' s compatibility with the surrounding area ; and <br />the request ' s potential impact on environmental quality . <br />October 16 , 2001 <br />121
