IF fI <br />F <br />IF <br />Itt <br />v s rr ate vx ' r ; a tL1 uc. <br />e <br />Concurrency of Public Facilities <br />The subject properties are located outside of the county Urban Service Area ; therefore , they are not <br />currently suited for urban scale development .Regardless , the Comprehensive Plan establishes <br />minimum development standards for: Transportation , Potable Water, Wastewater, Solid Waste , <br />Stormwater Management and Recreation (Future Land Use Policy 3 . 1 ) . The adequate provision of <br />these services is necessary to ensure the continued quality of life enjoyed by the community . The <br />Comprehensive Plan and Land Development Regulations (LDRs) require that new development be <br />reviewed to ensure that the minimum acceptable standards for these services and facilities are <br />maintained. <br />Policy 3 . 2 of the Future Land Use Element states that no development shall be approved unless it <br />is consistent with the concurrency management system component of the Capital Improvements <br />Element. For Comprehensive Plan amendment requests , conditional concurrency review is required . <br />Conditional concurrency review examines the available capacity of each facility with respect to a <br />proposed project . Since Comprehensive Plan amendment requests are not projects , county <br />regulations call for the concurrency review to be based upon the most intense use of the subject <br />property based upon the requested land use designation .For residential Comprehensive Plan <br />amendment requests , the most intense use ( according to the County ' s LDRs ) is the maximum <br />number of units that could be built on the site , given the size of the property and the maximum <br />density under the proposed land use designation . The site information used for the concurrency <br />analysis is as follows : <br />1 . Size of Area to be Redesignated : ±164 . 1 acres <br />2 . Existing Land Use Designation : AG- 1 , Agricultural - 1 ( up to 1 unit/5 acres) <br />3 . Proposed Land Use Designation : T , Transitional Residential (up to 1 unit/acre ; or up to 3 <br />units/acre for Planned Development Projects ) <br />4 . Most Intense Use of Subject Property <br />Under Current Land Use Designation :32 Single - Family Units <br />5 . Most Intense Use of Subject Property <br />Under Proposed Land Use Designation : 492 Single-Family Units <br />Transportation <br />As part of the concurrency review process , staff analyzes the number of peak hour/peak season/peak <br />direction trips that would be generated by the most intense use of the subject property under the <br />proposed land use designation , and assigns those trips to impacted roads . Impacted roads are defined <br />in section 910 . 09 (4)(b) 3 of the county ' s LDRs as roadway segments which receive five percent (5 % ) <br />or more of the project traffic or fifty (50) or more project trips , whichever is less . <br />According to staff' s analysis , the existing level of service on impacted roadways would not be <br />lowered by the traffic generated by development of 492 single - family units on the subject properties . <br />Attachment 2 of this staff report contains a more detailed transportation concurrency analysis . <br />October 16 , 2001 <br />122 <br />q <br />e r G 3 <br />S <br />1 IF IF <br />IF <br />11 <br />IF <br />IF <br />I
