i <br />of those lands indicated that they should have been included in the urban service area and given anurbanlandusedesignation . <br />The Board of County Commissioners has determined that land that meets the following criteria <br />should have been included in the urban service area and given an urban designation : <br />the property abuts an arterial road that contains county water and sewer lines within the <br />road ' s right -of- way ; <br />the property abuts commercial/industrial designated property ; and <br />0 the property is at Least 20 acres in size . <br />An oversight occurred when land that meets the above criteria was designated agricultural andexcludedfromtheurbanservicearea . The proposed amendment corrects that oversight by <br />expanding the urban service area to include land that meets the above criteria, and by redesignatingthatlandtoanurbandesignation . For that reason , the proposed amendment meets Future Land Use <br />Element Policy 14 . 3 's second criterion and is consistent with Future Land Use Element Policy 14 . 3 . <br />Summary of Consistency with the Comprehensive Plan <br />While the referenced policy is particularly applicable to this request, other comprehensive plan <br />policies and objectives also have relevance . For that reason, staff evaluated the proposed amendment <br />for consistency with all applicable plan policies and objectives . Based upon that analysis , staffdeterminedthattheamendmentisconsistentwiththeComprehensivePlan . <br />Compatibility with the Surrounding Area <br />Residential development of the subject properties under the T land use designation could be <br />compatible with surrounding areas . The T designation contains several provisions that somewhat <br />lessen agricultural/urban incompatibilities . Those provisions include the following : <br />The PD process is encouraged . The PD process allows the Board of County Commisioners <br />more oversight and flexibility with respect to site design issues and development approvals . <br />Site design issues that may be addressed through the PD process include setbacks , buffers , <br />landscaping , berms , walls , and placement of buildings and stormwater management areas . <br />Caribbean Fruit Fly host plants will be prohibited on T designated land . <br />Buyers of platted lots in residential projects on T designated land must be notified of theFloridaRighttoFarmAct , and that active agricultural operations occur nearby . <br />With these provisions is place , the proposed amendment is not anticipated to increaseincompatibilities . <br />Potential Impact on Environmental Quality <br />As indicated in the Existing Land Use Pattern section of this report, most of the subject properties 'land has been altered for residential or agricultural development .Therefore , few natural areas <br />remain within the bounds of the subject properties . For that reason , the proposed change will nothaveasignificanteffectonenvironmentalquality . <br />October 16 , 2001 <br />125
