<br />The site information used for the concurrency analysis is as follows :
<br />1 . Size of Area to be Redesignated : 10 acres
<br />2 . Existing Land Use Designation : M- 2 , Medium -Density Residential -2 ( up to 10
<br />units/acre )
<br />3 . Proposed Land Use Designation : C/l , Commercial/Industrial
<br />4 . Most Intense Use of Subject Property
<br />under Current Land Use Designation : 100 Single - Family Units
<br />5 . Most Intense Use of Subject Property
<br />under Proposed Land Use Designation : 100 , 000 sq . Ft . of Retail Commercial (Shopping
<br />Center in the 6" Edition ITE Manual) .
<br />Transportation
<br />As part of the concurrency review process , the applicant has submitted a Traffic Impact Analysis
<br />TIA ) . The county ' s Traffic Engineering Division has reviewed and approved that TIA . A TIA
<br />reports the number of peak hour/peak season/peak direction trips that would be generated by the
<br />most intense use of the subject property under the proposed land use designation , and assigns those
<br />trips to impacted roads . Impacted roads are defined in section 910 , 09 (4) (b) 3 of the county ' s LDRs
<br />as roadway segments which receive five percent (511c ) or more of the project traffic or fifty (50) or
<br />more project trips , whichever is less .
<br />According to the approved TIA , the existing level of service on impacted roadways would not be
<br />lowered by the traffic generated by development of a 100 , 000 square foot shopping center on the
<br />subject property . Attachment 4 of this staff report contains a more detailed transportation
<br />concurrency analysis .
<br />Water
<br />A retail commercial use of 100 , 000 square feet on the subject property will have a water
<br />consumption rate of 30 Equivalvent Residential Units ( ERU) , or 7 ,500 gallons/day . This is based
<br />upon a level-of- service standard of 250 gallons/ERU/day . Water lines extend to the site from the
<br />North County Reverse Osmosis Plant which currently has a remaining capacity of approximately
<br />1 , 500 , 000 gallons/dav and therefore can accommodate the potable water demand associated with the
<br />proposed amendment .
<br />Wastewater
<br />Based upon the most intense use allowed under the proposed amendment, development of the subject
<br />property will have a wastewater generation rate of approximately 30 Equivalent Residential Units
<br />ERU) , or 7 , 500 gallons/day . The subject property is served by the Central Regional Wastewater
<br />Treatment Plant which has a remaining capacity of approximately 1 , 100 ,000 gallons/day . Therefore ,
<br />the Central Regional Wastewater Treatment Plan can accommodate the additional wastewater
<br />generated by the proposed amendment .
<br />Solid Waste
<br />Solid waste service includes pick- up by private operators and disposal at the county landfill . For a
<br />100 , 000 square foot commercial development on the subject site , solid waste generation will be
