<br />The site is within the Urban Service Area of the county .Centralized potable water service isavailabletothesitefromtheNorthCountyReverseOsmosisPlant. Wastewater service is availabletothesitefromtheCentralCountyWastewaterTreatmentPlant .
<br />Transportation System
<br />Abutting the site on the north is 4151 Street.Classified as an urban minor arterial on the futureroadwaythoroughfareplanmap , 4151 Street is a two lane road . The public road right - of-way widthvariesbetween70feetand100feet . The segment of 41 ” Street that abuts the subject property isprogrammedforimprovementsby2010 .Those improvements include lane widenings and theadditionofcurbs , bicycle lanes , four foot wide shoulders , and five foot wide sidewalks .
<br />The site is bounded on the south by 40`h Street, a two lane local road with 60 feet of public roadright-of- way .
<br />ANALYSIS
<br />In this section , an analysis of the reasonableness of the land use amendment request will bepresented. Specifically , this section will include the following :
<br />Ik an analysis of the proposed amendment ' s impact on public facilities ;
<br />an analysis of the proposed amendment ' s compatibility with surrounding areas ;an analysis of the proposed amendment ' s consistency with the comprehensive plan ; andananalysisoftheproposedamendment ' s potential impact on environmental quality .
<br />Concurrency of Public Facilities
<br />This site is located within the county Urban Service Area , an area deemed suited for urban scaledevelopment . The Comprehensive Plan establishes minimum development standards for :Transportation , Potable Water, Wastewater, Solid Waste, Stormwater Management and RecreationFutureLandUsePolicy3 . 1 ) . The adequate provision of these services is necessary to ensure thecontinuedqualityoflifeenjoyedbythecommunity . The Comprehensive Plan and LandDevelopmentRegulations (LDRs ) require that new development be reviewed to ensure that theminimumacceptablestandardsfortheseservicesandfacilitiesaremaintained .
<br />Policy 3 . 2 of the Future Land Use Element states that no development shall be approved unless itisconsistentwiththeconcurrencymanagementsystemcomponentoftheCapitalImprovementsElement .For Comprehensive Plan amendment and rezoning requests , conditional concurrencyreviewisrequired .
<br />Conditional concurrency review examines the available capacity of each facility with respect to a
<br />proposed project . Since Comprehensive Plan amendment and rezoning requests are not projects ,county regulations call for the concurrency review to be based upon the most intense use of thesubjectpropertybasedupontherequestedlandusedesignation . For commercial/industrialComprehensivePlanamendmentrequests , the most intense use ( according to the county ' s LandDevelopmentRegulations ) is retail commercial with 10 , 000 square feet of gross floor area per acreoflandproposedforredesignation .
