Vr6Vlder6 of those services were invited to the July 20th <br />meeting, were sent a draft of the proposed ordinance, and were <br />invitert to the August 31st meeting and the September 19th Public <br />Hearing. <br />At the meeting of the TDLCB on August 31, 1995, the Board <br />unanimously voted to recommend to the County Commission that they <br />approve this ordinance. <br />Tom Fritz, Community Transportation Coordinator, is also <br />expecting a contract with Medicaid that will provide better <br />control within the County and protect local businesses. <br />RECOMMENDATION: That the Regulations Governing Wheelchair <br />Services be approved. <br />Commissioner Eggert pointed out and explained additional <br />language needed on page 79 of the backup (first page of addendum to <br />the ordinance). <br />Wheelchair Vehicle Service. "Wheelchair Vehicle Service" means <br />the transport of persons in a wheelchair vehicle when such <br />persons are not in need of medical care and are not likely to need <br />medical care; provided, however, said service shall not include the <br />Indian River County Volunteer Ambulance Squad. <br />Commissioner Eggert advised that this ordinance would not <br />affect current vehicles, which are essentially grandfathered, but <br />will allow more control for providers, especially those providing <br />services for Medicaid recipients. <br />As requested by Commissioner Bird, Commissioner Eggert <br />elaborated on prior problems with duplication of services and who <br />initiates calls for service. <br />Commissioner Bird needed further explanation of the process of <br />who contacts the provider. <br />Tom Fritz, transportation director for the Council on Aging, <br />explained that he is presently trying to get the coordinator system <br />in place in Vero Beach and Indian River County. Presently it is <br />not locally coordinated and if a local person has to go out of <br />county, they must call Palm Beach for approval for services. Local <br />transportation is provided by Council on Aging or they will refer. <br />He explained in detail the difficulties with other providers <br />soliciting patients, which leads to confusion. The difficulty for <br />the community in this process is that it negatively affects State <br />funding. <br />Commissioner Eggert explained the problem is in perception <br />because only emergency patients are to be transported by ambulance. <br />37 <br />September 19, 1995 <br />KOK 96 PAGE 1-2 <br />
