She said the additional fee per non -sterilized animal is <br />to cover the additional costs brought about by those animals. <br />Chairman Macht offered to have County Attorney Vitunac speak <br />to the constitutionality issue, but Mr. Decker was not interested <br />in hearing an explanation. <br />Commissioner Bird explained the County was not taking away his <br />freedom of choice, but it was his choice. The basis of the law was <br />to try to encourage people to have their pets sterilized if they <br />don't intend to use their pets for breeding purposes. <br />Mr. Decker remained unconvinced. <br />No action required or taken. <br />45 BOOK 96 PAGE 140 <br />September 19, 1995 <br />
