ASHER <br />ASSISTANT DIRE OR OF UTILITY SERVICES <br />FROM: MARY BLUMSTEIN <br />ACCOUNTING CLERICAL SUPERVISOR, <br />SUBJECT: UPDATE ON OPTIONAL PAYMENT LOCATIONS <br />We have met with the representatives from First Union regarding acceptance of Utility payments <br />at all of their branches in the County. Payments that match the amount due on the Utility stub <br />will be accepted. <br />There will be a designated person in each branch responsible for receiving Utility payments and <br />ensuring proper credit to our bank account daily. The original deposit slip will accompany the <br />deposit and the duplicate will be picked up by the courier by 3:30 p.m. daily for positing to the <br />customers' accounts. <br />Sample coupons were sent to First Union for testing to establish the lock box. Testing and <br />programming will #ake up to 65 days. <br />We are continuing to pursue additional payment sites with Citrus bank as well as payment types, <br />i.e. credit cards and automatic payment from customers' bank accounts. <br />Administrator Chandler advised that staff has been working <br />with First Union and was getting down to the final details and <br />should be able to implement the program shortly. <br />Concerning the additional parking on the north side of the <br />Administration Building, Administrator Chandler advised that they <br />have again approached City staff, but have not yet received a final <br />answer from them. Based on discussion, however, he is optimistic <br />that it might be able to be resolved this time. He indicated there <br />may be some strings attached, but it appeared that progress was <br />being made. <br />Commissioner Eggert received assurance from Administrator <br />Chandler that additional parking was not being requested for any <br />side other than the north side of the building. <br />Commissioner Bird was concerned about the term "designated <br />person" in the pending agreement with First Union, and Utility <br />Services Director Terry Pinto clarified that there would a <br />coordinator at each branch. <br />Commissioner Bird felt it was important to look into and make <br />available as soon as possible the ability to receive automatic <br />47 <br />September 19, 1995 <br />BOOK 96 rnF142 <br />
