"PUBLIC SAFETY DAY" GOLF OUTING - .10HN'S ISLAND CLUB <br />The Board reviewed a Memorandum of September 12, 1995: <br />TO: Honorable Board of County Commissioners - <br />THROUGH: Jim Chandler, County Administrator <br />FROM: Doug Wright, Director <br />Emergency Services <br />DATE: September 12, 1995 <br />SUBJECT: Invitation From John's Island Club For.Staff To <br />Attend "Public Safety Day" Golf Outing <br />Since 1990, John's Island Club has sponsored a "Public Safety Day" <br />golf outing at one of the three courses operated"'by.John.'s Island. <br />The inaugural tournament was proposed as an expression of <br />appreciation for the assistance in suppressing a fire at the John's <br />Island West Clubhouse. Since the inaugural tournamefit, the <br />invitations have been extended to include all county and municipal <br />public safety agencies which includes firefighters, paramed* cs, law <br />enforcement officers, dispatchers, and administrative staff. <br />A letter has been received from Mr. J. Trevor Wright inviting all <br />Emergency Services staff to attend and participate in the annual <br />"Public Safety Day" event. The event is scheduled for September <br />24, 1995, at 9:OOAM. <br />Last year Emergency Services staff did not participate in the event <br />inasmuch as a conflict existed with Chapter 104 of the Indian River <br />County Code of Ordinances and Laws. In January, 1995, the Board <br />approved revisions to Chapter 104 which allows for Commission <br />approval of such events on a case by case basis. Section 104.06 <br />(5)(b)(8) states "The prohibitions enumerated in paragraph (a) and <br />(c) of this section do not apply in the situations enumerated <br />below: . . Local outings offered to all county employees or with <br />prior approval of the Board of County Commissioners, units -of <br />county employees." <br />Staff respectfully requests favorable consideration by the Board of <br />this invitation for Emergency Services staff to participate in the <br />golf outing based on the revision to the Ordinance cited above. <br />MOTION WAS MADE by Commissioner Bird, SECONDED <br />BY Commissioner Eggert, to approve the <br />request. <br />Under discussion, Chairman Macht commented that he had been <br />invited, and did not plan to attend. He felt it was an emolument <br />to a few and that it flies in the face of our ethics ordinance. <br />Commissioner Bird advised they have to limit the numbers <br />because they cannot physically accommodate everyone. <br />Commissioner Adams believed it was not fair and thought all <br />employees should be invited. <br />THE CHAIRMAN CALLED THE QUESTION and the <br />motion carried 3-2 (Chairman Macht and <br />Commissioner Adams opposed). <br />63 <br />September 19, 1995 <br />BOOK, 96 PAGE 158 <br />
