"Sonny" Dean, Director <br />Department of General Services <br />FROM: Lynn Williams, Superintendent <br />Buildings & Grounds �--� <br />DATE: September 11, 1995 <br />SUBJECT: Roseland Community Center <br />AGENDA <br />DESCRIPTION AND CONDITIONS: <br />At the Board of County Commissioners Meeting of June 6, 1995, <br />the Board approved spending not more than nineteen thousand eight <br />hundred and fifty dollars ($19,850) to perform improvements at the <br />Roseland Community Center. The improvements included replacement <br />of windows, installation of central air conditioning, upgrade to <br />the electrical service, insulation and roof replacement. Also <br />included were improvements to bring the facility into compliance <br />with the 1990 Americans with Disabilities Act (ADA). <br />The work was proposed to be a combination of contracted and <br />in-house labor. The air conditioning, roofing and insulation are <br />to be contract services. <br />Staff began work immediately after funding was authorized. <br />Selective demolition required to ascertain window replacement was <br />started in the northern portion of the building. Termite and water <br />damage was substantial and required re -construction of the rear <br />wall of the building. <br />The interior restroom was enlarged to meet ADA standards. <br />However, the fixtures have not teen installed. <br />Window sizes were established and ordered. Removal of the <br />front porch was completed after close inspection showed damage <br />beyond what would allow practical re -construction. <br />Staff began removal of the front door in order to enlarge the <br />width for ADA standards. Extensive termite damage was discovered <br />in the south and east walls of the structure. Work was halted to <br />allow evaluation of the structure -by an Architect/Engineer. <br />Staff felt the damage and the resulting work required was <br />beyond the original scope of work and further that a professional <br />Architect/Engineer should detail the needed repairs and the proper <br />method of safe re -construction. <br />During the Architect/Engineer evaluation provided by Donadio <br />and Associates, (at no cost) staff was required to review the flood <br />elevation, obtain the assessable tax value of the structure and <br />review with Planning, the Land Development Regulation pertaining to <br />re -building damaged structures. Upon completion of Donadio's <br />evaluation, staff met with Building Officials and Planning Staff to <br />establish final requirements for the repair work.
