1). Building codes require an Architect/Engineer to provide <br />drawings detailing the structural members used in repair work. <br />Staff estimates the cost at approximately fifteen hundred to <br />two thousand dollars ($1,500-2,000). <br />2). Land Development Regulations require that if repair work <br />exceeds fifty percent (50%) of the assessed value, the site <br />must be brought into compliance. This could require parking <br />drainage and landscape improvements the_sit•e cannot support. <br />3). Improvements are not applied toward the fifty percent (50%) <br />value triggering site improvements. (A/C, electrical, <br />windows and insulation are considered improvements). <br />4). Donadio's estimate of repairs is seven thousand eight hundred <br />and fifty dollars ($7,850.00). Staff's evaluation of the work <br />places our cost at approximately five thousand four hundred <br />dollars ($5,400) if completed with in-house staff or below <br />fifty percent (50%) of the value of the structure. <br />5). All work originally proposed was improvements to the <br />structure. No allowances within the budget were made for <br />repair work of this nature. <br />5). The total of all work repair and improvements is estimated at <br />twenty two thousand, five hundred and seventy five dollars <br />($22,575). <br />ALTERNATIVES AND ANALYSIS: <br />Alternative 1 - Approve an additional two thousand, seven <br />hundred and twenty five dollars ($2,725) to make required repairs <br />with in-house staff. Delete re -roofing from the proposed work, to <br />remain under the fifty percent (505) threshold. <br />Authorize staff to negotiate a contract with Donadio and <br />Associates to prepare the necessary plans to complete the repairs. <br />Donadio provided the evaluation and cost estimates at no cost to <br />the County. His fee is estimated at two thousand dollars and would <br />fall below the threshold for CCNA. <br />Alternate 2 - Make repairs with in-house staff. Delete re- <br />roofing and re -allocating a portion of improvement funds to cover <br />the cost. Deletion of the A/C would provide three thoussnd eight <br />hundred ($3,800) towards these costs. No additional funding would <br />be required. _ <br />Authorize staff to negotiate a contract with Donadio and <br />Associates to prepare the necessary plans to complete the repairs. <br />Donadio provided the evaluation and cost estimates at no cost to <br />the county. <br />RECOMMENDATION AND FUNDING: <br />Staff recommends Alternate 1 and that funding be approved for <br />transfer from contingency funds. <br />September 19, 1995 <br />I-V <br />Boos 96 PAGE A60 <br />
