Please do not approve of population densities greater than one unit per acre in this <br />region of the County, such as the high densities proposed by the Hammock Lakes <br />Subdivision. Please insure developments adjacent to major drainage systems to the Indian <br />River Lagoon such as the Hammock Lakes Subdivision leave a marginal vegetated, <br />uninhabited buffer between the development and adjacent canals. Please consider leaving <br />some parks and green space, such as broad green belts, in between 43rd Avenue and 66th <br />Avenue, etc. to I-95. If all of this land is residential and commercial how will Vero Beach <br />and Indian River County differ from Miami and Fort Lauderdale? How will the Indian River <br />Lagoon differ from Sarasota Bay? I could write an epitaph for this American Lagoon of <br />National Significance. As proposed, the Hammock Lakes Subdivision will help me write <br />this epitaph. It is up to you to see that I do not. <br />5920 1st Street SW <br />Vero Beach, Florida 32968 <br />William Hamilton, of 5900 1st Street SW, stated that he has <br />lived here for 10 years and in Dade County for 34 years where he <br />was in the construction business. He never built houses on lots <br />this small and does not think it is practical in this community. <br />He is not against progress but does not see any point in building <br />houses so'close together. <br />The Chairman asked if anyone else wished to be heard in this <br />matter. There being none, he closed the public hearing. <br />Commissioner Adams asked for an explanation from staff about <br />the 40% open space, and Community Development Director Bob Keating <br />responded there was a different interpretation between the County <br />Attorney and staff but the Board had agreed that staff's <br />interpretation was correct. The controversy involved whether open <br />space on lots could be considered a part of the entire project and <br />this interpretation is consistent with other projects in the area. <br />There will probably be more than 44% open space as most lots will <br />have more than the minimum footage. <br />Commissioner Bird questioned whether the project will contain <br />runoff internally, and Director Keating responded that the project <br />meets all standards. <br />Commissioner Bird stated that it would be nice to have <br />everyone on 1 acre lots but that would take a great many acres to <br />accomplish. <br />Director Keating felt that affordable housing is also a <br />concern. <br />SEPTEMBER 26, 1995 26 <br />_I <br />
