BOOK 96 pr; -E251 <br />PROCLAMATION <br />WHEREAS, the Long-term Care Ombudsman Council, District 9, has <br />petitioned that the week of October 1 - 7, 1995 be <br />designated "RESIDENTS' RIGHTS WEEK.; and <br />WHEREAS, aging Americans find themselves faced with emotional, <br />Physical, psychological, social and mental disabilities <br />often necessitating residence in a long-term care <br />facility; and <br />WHEREAS, these older Americans, while receiving appropriate health <br />care and support services commensurate with their needs, <br />are entitled to the rights and privileges which ensure <br />their dignity and quality of life as they age; and <br />WHEREAS, these rights and privileges include enjoyment of life, <br />privacy, self-determination, freedom from mental and <br />p1sical abuse, neglect and exploitation, and ability to <br />pa ticipate in civil and religious liberties as if living <br />in their own homes; and <br />WHEREAS, this undersigned body, realizing that all citizens, <br />whether homebound or in a long-term care facility, are <br />entitled to exercise their rights as granted by the OLDER <br />AMERICANS ACT as re -authorized in 1992: <br />NOW, THEREFORE, BE IT PROCLAIMED BY THE INDIAN RIVER COUNTY BOARD <br />OF COUNTY COMMISSIONERS that the week of OCTOBER 1 - 7, <br />1995 be designated as <br />RESIDENTS' RIGHTS WEEK 1995 <br />in Indian River County_ to encourage the exercise of <br />Residents' rights and to honor long-term care residents <br />wherever they may be. <br />Dated this 3 day of October, 1995. <br />BOARD OF COUNTY CONIlUSSIONERS <br />INDIAN. Macht, Chairman <br />PRESENTATION OF AWARD FROM GOVERNMENT FINANCE <br />OFFICERS ASSOCIATION <br />Chairman Macht read aloud the following announcement and <br />presented the Board's commendation to OMB Director Joe Baird for <br />his part in receiving this award. Director Baird emphasized that <br />his staff - Kim Massung, Laura Post, Irene Lewis - deserve the <br />credit for getting the award because they did all the work. <br />2 <br />OCTOBER 3, 1995 <br />
