RESOLUTION 2022- 025 <br />A RESOLUTION OF THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, <br />DIRECTING THE COUNTY ADMINISTRATOR TO ENTER INTO <br />DISCUSSIONS LEADING TO AN AGREEMENT TO DESIGN <br />AND CONSTRUCT A NEW MEDICAL EXAMINER FACILITY TO <br />BE LOCATED ON THE CAMPUS OF INDIAN RIVER STATE <br />COLLEGE IN FORT PIERCE, FLORIDA; SUPPORTING <br />REQUESTS FOR STATE AND FEDERAL FINANCIAL <br />ASSISTANCE; PROVIDING FOR AN EFFECTIVE DATE <br />WHEREAS, effective October 1, 2018, the District 19 Counties (collectively <br />Indian River County, Martin County, Okeechobee County and St. Lucie County) entered <br />into a Second Amended and Restated Interlocal Agreement ("Agreement") that provides <br />for cost sharing of medical examiner services and related matters; and <br />WHEREAS, the Medical Examiner for District 19 has declared a need for a new <br />facility to properly complete her statutory duties; and <br />WHEREAS, Section 406.08(5), Florida Statutes, provides that autopsy and <br />laboratory facilities utilized by the district medical examiner or his or her associates may <br />be provided on a permanent or contractual basis by the counties within the district; and <br />WHEREAS, a Medical Examiner's Advisory Task Force that included <br />representatives from the District 19 Counties was created to review the Medical <br />Examiner's request for a new facility; and <br />WHEREAS, the Advisory Task Force has reviewed and supports the Medical <br />Examiner's request for a new facility; and <br />WHEREAS, the Medical Examiner's facility is a regional resource that supports <br />services in the four counties within District 19; and <br />WHEREAS, Section 406.02(4)(c), Florida Statutes, provides that the Medical <br />Examiners Commission shall oversee the distribution of state funds for the medical <br />examiner districts, and <br />WHEREAS, the District Board of Trustees of Indian River State College <br />("Trustees") has entered into a Memorandum of Understanding with the District 19 <br />Medical Examiner wherein the Trustees have agreed to negotiate a long-term lease of 2 <br />acres of Trustees owned land for the construction of a new Medical Examiner's facility; <br />and <br />WHEREAS, Indian River County supports requesting state and federal funding to <br />assist in financing the cost of designing and constructing a new medical examiner <br />facility; and <br />
