cost -share to fund 258 (rather than 508) of costs. [An exception, <br />however, is that SJRWMD will provided 508 funding for wells plugged <br />on Utilities property if the wells were not originally constructed <br />by the Utility.] As proposed, funding will be as follows: - <br />Contract County Share SJRWMD Share Total <br />County -wide $151000 (50%) $15,000 (50%) $30,000 <br />Utilities $ 9,000 (75%) $ 3,000 (25%) $12,000 <br />TOTAL: $24,000 $18,000 $42,000 <br />The attached contracts are hereby presented to the Board for <br />approval consideration for fiscal year 1995-96. <br />ALTERNATIVES & ANALYSIS <br />As reflected in the provided table, the County's share from <br />previous years will changed from $30,000 to $24,000. The total pool <br />of funds, as proposed, will be reduced from $60,000 to $42,000. <br />This funding reduction is largely based on past experience that <br />demand for well plugging on Utilities property does not warrant a <br />joint allocation of $30,000, which has been allocated in previous <br />years. County -wide, however, well plugging projects have been <br />numerous enough to warrant continued allocation of $30,000 in joint <br />funds. <br />--- The - Board of County Commissioners has approved $9,000 in the <br />Utilities Department budget and $15,000 in the Community <br />Development Department budget for fiscal year 1995-9.6, for the <br />County/'SJRWMD well plugging cost share program. <br />Abandoned flow wells result in -the unnecessary consumption of <br />ground water. Moreover, artesian flow wells tend to have high <br />chloride levels, and in turn lower water quality in the surfic Al <br />aquifer, which is commonly used for private potable wells. Renewal <br />of the attached agreement will result in the continuation of an <br />important and successful water quality and quantity protection <br />program. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners approve the <br />attached abandoned flow well plugging cost share agreements with <br />the SJRWMD for FY 1995-96, and authorize the chairman to execute <br />the agreements. .. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Bird, the Board by a 4-0 vote <br />(Commissioner Eggert being absent) approved two cost <br />share agreements with SJRWMD for FY 1995-96, as <br />recommended by staff. - <br />AGREEMENTS WILL BE PLACED ON FILE IN THE OFFICE OF THE CLERK TO THE <br />BOARD WHEN PROPERLY EXECUTED AND RECEIVED <br />4 Bo0g 6 FAGE•�,�9 <br />OCTOBER 17, 1995 <br />
