all levels, provide additional funding for emergency management <br />programs, and implement numerous additional recommendations of the <br />Governor's Disaster Planning and Response Review Committee. <br />Included in this legislation is a funding mechanism created for <br />local emergency management agencies and other programs in the <br />Emergency Management, Preparedness and Assistance Trust Fund. The <br />funding comes from an annual non-refundable surcharge of $2.00 per <br />every homeowner's, mobile homeowner's, tenant homeowner's, and <br />condominium unit owner's policy, and an annual $4.00 non-refundable <br />surcharge imposed on every commercial fire, commercial multiple <br />peril, and business owner's property insurance policy, issued or <br />renewed. <br />Indian River County has received the above referenced contract <br />specifying that $68,535 in non-matching funds is available based on <br />a formula prescribed by law and detailed in the Rule Chapter 9G-19, <br />Florida Administrative Code, and by certification of the County to <br />employ and maintain a full-time Emergency Management Director. <br />Although a total of $74,535 was allocated to Indian River County, <br />a deduction of $6,000 has been made by the State for satellite <br />communications costs per section 9G-19:005 -(3), Florida <br />Administrative Code. <br />Staff proposes to use the grant funds for the following purposes: <br />1. Continued funding of the Emergency Management <br />Planner position classified as an exempt grade <br />E-7 with a salary of $24,949 and the <br />additional expenses related to this position <br />of approximately $10,594 for an estimated <br />total of $35,543. <br />2. In anticipation of receiving this grant <br />funding for FY -95/96, staff submitted and <br />received approval during the budgeting process <br />for the expenditures related to account 001- <br />238. <br />3. Use the balance of funds from the grant to <br />purchase capital equipment and supplement <br />funds already identified for office <br />renovations, damage assessment projects, <br />public shelter projects which will be <br />submitted to the Board in a subsequent agenda <br />item during the fiscal year. <br />No additional funds are needed to qualify for this grant. It <br />should be noted that funds received from the Emergency Management, <br />Preparedness and Assistance Trust Fund may not be used to.supplant <br />existing funds. <br />ALTERNATIVES AND ANALYSIS: <br />The Base Grant includes a scope of work that must be completed <br />during the term of the grant. It also provides certain computer <br />equipment to be used for satellite communications between the State <br />Emergency Operations Center and the Indian River County EOC. As <br />mentioned above and noted in the agreement, a deduction of $6,000 <br />has already been made by the state for communications costs per <br />section 9G-19.005 (3) Florida Administrative Code. <br />This recent legislation <br />Statutes compels emergency <br />following: <br />now included in Chapter 252, Florida <br />management agencies to comply with the <br />OCTOBER 17, 1995 38 Boa 96 PAGE 353 <br />
