Work with the Department of Education and <br />local school board to- develop new criteria <br />designed to ensure that new educational <br />facilities can serve as public shelters for <br />emergency management purposes. <br />2. Serve as liaison and coordinator of <br />municipalities, requests for state and federal <br />assistance. during post -disaster emergency <br />operations. r- <br />3 Identify and register persons in need of <br />assistance and plan for resource allocation to <br />meet identified needs. Disabled persons must <br />be given the option of preauthorizing <br />emergency personnel to enter their homes <br />during search and rescue operations of <br />necessary to assure their safety and welfare. <br />Emergency Management agencies must work with <br />HRS, health care agencies, community-based <br />service providers, and home health care <br />providers to inform all their incoming clients <br />of the registry as part of the intake process. <br />4. Assist in surveying facilities suitable to <br />serve as public shelters and post -disaster <br />community service centers. <br />5. Continue to review comprehensive emergency <br />management plans for all intermediate care <br />facilities for the developmentally disabled, <br />patient care facilities serving seven or more <br />people, homes serving individuals who have <br />complex medical conditions. These plan <br />reviews are required by law to be coordinated <br />with HRS, Agency for Health Care <br />Administration, the Department of Community <br />Affairs, and appropriate volunteer <br />organizations within 60 days of receipt. <br />Staff understands that should the Base Grant Trust Fund revenue <br />cease to be available that the Board is under no obligation to fund <br />the planner's position from other revenue sources. <br />RECOMMENDATION: <br />Staff recommends the Board approve the Emergency Management, <br />Preparedness and Assistance Trust Fund which continues funding for <br />the Emergency Management Planner and expenditures for non -capital <br />and capital equipment as noted, with the balance of the grant funds <br />being retained in a contingency account for later allocation during <br />the fiscal year. An agenda item will be submitted at the <br />appropriate time for authorization to commit unobligated funds to <br />the purchase of capital/operating equipment and renovations for the <br />Emergency Operations Center, if that project is realized this year. <br />Staff also recommends the Board to authorize the Chairman to <br />execute the necessary documents to obtain the funds and approve a <br />budget amendment to receive and expend the grant funds. <br />39 <br />OCTOBER 17, 1995 <br />r <br />
