� r � <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Tippin, the Board unanimously (4- <br />0, Commissioner Bird being absent) approved <br />the release of retainage to Carter Associates, <br />Inc., in the amount of $2,768.69, as <br />recommended and set out in the memorandum. <br />RELEASE OF RETAINAGE WILL BE PLACED ON FILE WHEN RECEIVED <br />I. Resolution Supporting Partial Year Ad Valorem Assessments <br />The Board reviewed the proposed resolution. <br />(Clerk's Note: The Board had discussed this matter at <br />length during their April 25, 1995, meeting.) <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Tippin, the Board unanimously (4- <br />0, Commissioner Bird being absent) adopted <br />Resolution 95-138 supporting partial year ad <br />valorem assessments. <br />RESOLUTION NO. 95-138 <br />A RESOLUTION OF INDIAN RIVER COUNTY, <br />FLORIDA, SUPPORTING PARTIAL -YEAR AD VALOREM <br />ASSESSMENTS <br />WHEREAS, property taxes are the primary source of revenue <br />for public education (K-12) and public safety, including fire <br />protection, law enforcement and corrections; and <br />WHEREAS, local governments lose millions of dollars each <br />year <br />because <br />structures are <br />taxed <br />as <br />of January <br />1,_ and <br />not <br />from <br />the <br />date of <br />completion or <br />date <br />of <br />occupancy, <br />which, <br />in <br />some <br />cases, allows no ad valorem taxes to be paid on a structure for <br />up to 28 months, while at the same time the property owner is <br />receiving municipal or county services; and <br />WHEREAS, this tax-free period causes other taxpayers in the <br />community to subsidize new development, with some estimates <br />9 <br />October 24, 1995 <br />
