Page 4 of 7 <br />DISCUSSION <br />• Mark Winslow stated the sequence of construction shall be watermain installation and <br />drainage improvements followed by FDR and asphalt <br />• James Ennis (Indian River County Engineering) stated the contractor can use the FDR mix <br />design provided by the Geotechnical Engineer or they can provide their own mix design <br />and it will need to be submitted to the County for evaluation. Costs for testing and <br />development of a proposed mix design shall be the responsibility of the contractor. <br />• David Gunter (Indian River Farms Water Control District) stated that during HDD <br />watermain installation, his permit requirements must be followed and one requirement is <br />( Zero NTU's (Nephelometric Turbidity Units) of discharged turbidity against the <br />background water. Any offsite drainage or dewatering will also have to meet the same <br />discharge requirements. <br />• The new poles that are going to be installed by FP&L will take place after the project begins <br />and clearing has taken place. The poles will not be located in, but will span the wetlands. <br />The wetlands that will be impacted by the widening of the road have been previously <br />mitigated. <br />• Brian Good (Kimley Horn) stated that Lost Tree Preserve has a requirement to construct <br />the section of watermain from STA. 201+5 to STA. 218+80 through a developer agreement <br />with the County. Watermain construction is part of this contract and will require the <br />Contractor to coordinate the tie in of the new watermain with the Lost Tree Preserve <br />constructed section at STA. 201+5. A copy of the applicable plan sheets for the Lost Tree <br />Preserve 69th St. Offsite Improvements will be provided in the addendum. <br />• A forthcoming addendum will be addressing a change to the FDR pay item. It is currently <br />listed as a Square Yard unit and all-inclusive of emulsion and cement. The change will <br />reflect individual items for mixing, emulsion, and cement and will include their respective <br />quantities. The Force Accounts as shown in the Itemized Bid Schedule are only used for <br />items that are unanticipated and additional to the work. It is not for the purpose of price <br />increases in materials. It is a fixed line item in the bid schedule and not to be modified. It <br />is not paid out unless there is additional work issued and approved by the County. <br />• Jennifer Hyde (Indian River County Purchasing Division) stated that every empty line item <br />in the Itemized Bid Schedule must be filled in with a unit price cost amount or the bid will <br />be disqualified. <br />• Kirstin Leiendecker (Indian River County Engineering) stated that all of the bid forms must <br />be filled out and submitted for bids to be qualified. All addendums must be acknowledged <br />in the bid forms for the bids to be qualified. <br />• Tim Rose (Timothy Rose Contracting) stated the plans don't incorporate FDR in the road <br />widening. Brian Good stated that a 1 -foot overlap with new widened shoulder base will <br />be included in the FDR roadway breaking. <br />• Tim Rose stated there is a road cut of 2-1/2 inches shown in the plans and asked how this <br />will be paid. Brian Good stated the pavement core results showed 10 -inches of existing <br />base rock. The intention is not to change the road grade throughout the entire project; <br />however, there are some locations where it the grades are modified in order to <br />accommodate field conditions. The removal of the materials is intended to be included as <br />part of the unit cost of the FDR Pay Item No. 283-7. <br />• Tim Rose asked what Clearing and Grubbing includes. Brian Good stated it includes the <br />removal of 6 -inches of organic material.
