Also, Florida Power & Light has a 110 foot <br />assessment on their power line and has requested that they be <br />excluded from the assessment. The park areas will be included in <br />the storm water management areas. <br />Director Davis advised that FPL owns one park and the large <br />park to the east is privately owned. This is a 100% assessment <br />because the County has never maintained these roads. He suggested <br />it might be possible to borrow over a short term to accomplish the <br />project and offer a 10 year repayment program. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Sam Rohlfing of 2310 98th Avenue pointed out that the property <br />owners who petitioned for paving are not residents of the area. <br />She wanted the Board to be aware that residents of the area are <br />already in a difficult situation, and they may not be able to stay <br />if they cannot afford to pay the assessments. She stated that her <br />assessment is $18,000. <br />Administrator Chandler emphasized that this assessment is <br />unique because of the combination of water and paving. <br />Sam Culbertson of 736 Eugenia Road owns commercial property on <br />SR -60 and wanted to know how many owners are in favor of the <br />project. He wondered what would happen if people just did not pay <br />the assessment and 400 lots came back to the County. <br />County Attorney Vitunac stated that the County could take <br />title to the land as a worst case scenario, but he emphasized that <br />has never happened. <br />Mr. Culbertson had not heard of anyone who is in favor of the <br />project and wondered how it originated. <br />Chairman Macht stated that the process goes through a public <br />forum giving property owners a chance to respond. through an <br />ongoing, progressive process, giving everyone an ample opportunity <br />to express their opinions. <br />Director Davis advised that the average water and sewer <br />assessment totals about $3600. Staff had received a letter from <br />Paul Neill asking to be put on the agenda to discuss water and:road <br />improvements in 1992. At that time staff was instructed to prepare <br />the project.
