BOOK 96 PAGE 535 <br />ALTERNATIVES AND ANALYSIS <br />Vero Tropical Gardens, platted inJ1952, is without adequate road <br />access to most lots for emergen(ty vehicles, 'a proper drainage <br />system, and quality drinking water, or fire protection. The <br />subdivision is located between 26th Street (Walker Avenue), 20th <br />Street (State Road 60), 98th Avenue, and along the east side of <br />94th Avenue, backing against the west side of I-95. There are <br />seven properties consisting of 20 lots (and/or portions of) in a <br />small portion of Paradise Park, Unit 3, located east of Vero <br />Tropical Gardens. The development(s) include 471 platted lots <br />(and/or portions of) and four non -platted parcels, which may <br />benefit from the proposed improvements. Of the 15 existing homes, <br />7 of the owners contacted have expressed support for such <br />improvements. The owners of 49 vacant lots have local addresses. <br />Owners <br />Lots <br />114 114 <br />31 (of these 3 own 170 lots 361 <br />Total 145 475 <br />Typical lots sizes are .16 to .21 acre; therefore, lots in the <br />project are substandard or "undersized," according to Indian River <br />County's Comprehensive Plan and the County Public Health Unit, <br />Division of Environmental Health, which require that new lots <br />utilizing well and septic systems be a minimum of one-half acre. <br />Lots not meeting these minimum standards are called "undersized <br />lots." <br />The attached map,displays the area to benefit from the assessment <br />projects'. The projects are to be paid through the assessment of <br />property owners along the proposed water line routeand fronting <br />roads to be paved. In the interim, financing will be through the <br />use of impact fee funds for the water project and by the petition <br />paving account for the road paving and drainage improvements. <br />Engineering design services for the water project will be completed <br />by the Department of Utility Services staff. Engineering design <br />for paving and drainage improvements will be performed by private <br />consultant or County staff. <br />The total estimated project cost and amount to be assessed for the <br />water system.is $618,360.42. The total estimated cost per square <br />foot is $0.1563987 for water line installation. The estimated cost <br />for paving and drainage improvements is $1,502,423.00 or $0.38 per <br />square foot. <br />Separate resolutions are attached for each project. <br />RECOMMENDATIONS AND FUNDING <br />The staffs of the Department of Utility Services and Public Works <br />Department recommend that the Board of County Commissioners approve <br />the attached Resolutions III (one for the water project and one for <br />the paving and drainage project), which affirms the preliminary <br />assessment for both projects. _ <br />Public Works Director Jim Davis reviewed the proposal for the <br />Board and advised that Manager of Assessment Projects Dan Chastain <br />and he had met with -the property owners who expressed their <br />concerns regarding.:the road paving assessment and the wetlands. <br />The owners felt that it would be necessary to extend the assessment <br />NOVEMBER 7, 1995 22 <br />
