Bov 96 Fv)-F 545 <br />special exception use approval to construct a 199' tall <br />communications tower and an associated equipment building. The <br />subject site is zoned IL (Light Industrial), and is located at 9055 <br />16th Place (Lot 11 of Interstate Commercial Park). Because a tower <br />over 140' in height is proposed and because the site is located <br />within an IL zoning district, special exception use approval must <br />be granted for construction of the tower. <br />•Planning and Zoning Commission Recommendation .& Board of County <br />Commissioners Consideration <br />At its regular meeting of October 26, 1995, the Planning and Zoning <br />Commission voted 4-1 to recommend that the Board of County <br />Commissioners approve the special exception use request (see <br />attachment #5). The Technical Review Committee approved the <br />project's minor site plan (with conditions) subject to Board <br />approval of the special exception use request. Therefore, the <br />minor site plan approval will become effective upon Board approval <br />of the special exception use request. <br />The Board is now to approve, approve with conditions, or deny the <br />special exception use request. In making its decision, the Board <br />must determine if the request is appropriate for the subject <br />property and surrounding areas. The Board may then deny the <br />project or grant approval to the project. The Board may also <br />attach conditions and safeguards deemed appropriate to mitigate <br />impacts and to ensure compatibility of the use with the surrounding <br />area. <br />ANALYSIS: <br />1. Zoning Classification: IL, Light Industrial <br />2. Land Use Designation: C/I, Commercial/Industrial <br />3. Surrounding Land Use: <br />North: 16th Place, commercial/IL <br />South: Interstate Commercial Park Stormwater tract/IL <br />East: Vacant/IL <br />West: Commercial/IL <br />4. Building Area: 411 sq. ft. <br />5. Total Impervious Surface Area: 1,212 sq. ft. <br />Note: The impervious surface area includes the proposed <br />building, and stabilized driveway and parking areas. <br />6. Open Space: Required: 15.0% <br />Provided: 81.0% <br />7. Traffic Circulation: The site access and on-site facilities <br />have been approved by the county traffic engineer. <br />8. Off -Street Parking: Required: 2 (unpaved, stabilized) <br />Provided: 2 (unpaved, stabilized) <br />Note: County off-street parking regulations for towers <br />require two (2) parking spaces. In accordance with.LDR <br />section 954.05(50), the spaces may be fully sodded or <br />otherwise stabilized as approved by the Public Works Director. <br />Unpaved, stabilized parking spaces are proposed for the <br />subject site and have been approved by the Public Works <br />Director. <br />9. Landscape Plan: The landscape plan .is in compliance with <br />Chapter 926 of the land development regulations.
