PI <br />DIRECTOR OF UTILI SERVICES <br />PREPARED HARRY E. <br />AND STAFFED ASSIST RE OR OF UTILITY SERVICES <br />BY: <br />SUBJECT: VENDOR SELECTION <br />RFP FOR COMPREHEDTSIVE CONTRACT OPERATIONS AND <br />PULINTENANCE SERVICES FOR WASTEWATER FACILITIES <br />RFP NO. 6017 <br />BACKGROUND <br />On September 27, 1995, the Department of Utility Services received <br />responses to the Request for Proposals No. .6017 to provide <br />comprehensive contract operations and maintenance services for <br />wastewater facilities. <br />ANALYSIS <br />The selection committee reviewed the proposals, verified the <br />references submitted by the three firms, and the firms were ranked <br />as follows: <br />1. Hydrologic Florida, Inc. <br />2. Southern States Utilities <br />3. Avatar Utility Services <br />RECOMMENDATION <br />The Department of Utility Services recommends that the Board of <br />County Commissioners authorize the Department of Utility Services <br />to conduct negotiations and proceed with an agreement with the <br />first -choice firm of Hydrologic Florida, Inc., based upon the <br />outcome of the negotiations. The Department further requests <br />approval to proceed with negotiations with the subsequently -ranked <br />firms if negotiations with the first firm fail: <br />Director of Utility Services Terry Pinto advised the Board <br />that this is moving in the direction of privatized contract <br />operations. <br />Commissioner Adams was confused about why the wastewater <br />treatment operations and facilities were being terminated for <br />private operation and inquired why these were chosen over others. <br />NOVEMBER 7, 1995 55 BooK 96 568 <br />
