Szpyrka, P.E., P.E., Public Works Director <br />James Ennis, P.E., Assistant Public Works Director <br />FROM: Kirstin Leiendecker, P.E., Roadway Production Manager <br />SUBJECT: Change Order No. 2 <br />53rd Street over Lateral A Canal Bridge Widening <br />IRC -1505 <br />DATE: April 4, 2022 <br />DESCRIPTION AND CONDITIONS <br />On April 6, 2021 the Board of County Commissioners awarded Bid No. 2021018 to Halley <br />Engineering Contractors, Inc. (HEC) for roadway improvements for 66th Avenue from 49th <br />Street to 69th Street in the amount of $32,728,137.85. A notice to proceed was issued on June <br />1, 2021 with a contract time of 750 days to final completion. <br />On September 21, 2021 the Board of County Commissioners approved Change Order No. 1 to <br />the Contract which reduced the Contract amount by $55,000.00 to $32,673,137.85 and allowed <br />for the redesign and construction of a modified bridge design for the 66th Avenue Bridge over <br />North Relief Canal. Additionally, County staff requested that Halley Engineering Contractors, <br />Inc., provide a proposal to construct a 5 -lane bridge section which would be necessary in the <br />near future as part of our long-range planning program. This design update to widen the bridge <br />was previously approved by the Board to accommodate future anticipated traffic volumes along <br />53rd Street due to anticipated development. <br />The original bid cost for the 3 -lane bridge structure is $1,025,900.50. Halley Engineering <br />Contractors, Inc. (HEC) provided a proposal to construct the widened 5 -lane bridge structure, <br />using the FDOT Standard Florida Slab Beam (FSB) System design meeting 2021 Bridge Design <br />Standards, for $1,867,717.85. This represents an increase of $841,817.35 to the cost of the <br />contract. Furthermore, if the design had not been modified to an FSB -style structure and the <br />original Post Tensioned Prestress Bridge design was required to be constructed it would have <br />resulted in an additional cost of $130,000.00, at current market rates. In addition to the cost <br />increase associated with the construction of the modified design, an additional 60 -days was <br />requested for extended procurement and construction times for the larger structure. <br />Change Order No. 2 is proposed to compensate the Contractor for a modified bridge design <br />C:\Users\ufc-prod\AppData\Local\Temp\BCL Technologies\easyPDF 8\@BCL@F4245F56\@BCL@F4245F56.178 <br />
