Exhibit "D" <br />IR Impoundment #18 Management Plan <br />May 1992 <br />year-round - as long as mosquito production is not a problem from that cell. <br />Also, by request of the Florida Medical Entomology Laboratory, the option of <br />using this impoundment will be available as a future research site. Toward that <br />goal, Dr. Jorge Rey has requested that culverts be placed at all interior dike <br />breach sites. This can be accomodated as the need for it and funding allows. <br />A. CULVERT CLOSURE AND INITIAL FLOODING. All culverts (except #5 <br />& 6) will be closed and impoundment pumping will begin in mid -late May or <br />after the first major rainfall causing salt -marsh mosquito egg hatching in the <br />impoundment after April 15. Culvert #9 will be closed but culverts #5 & #6 <br />will be left open. Typically one larvicide treatment is necessary to control <br />mosquitoes hatching from the initial pumping. Pumping will be conducted on <br />a need basis during the summer months to maintain the water level at approx. <br />1.8 ft. NGVD. <br />B. USE OF BLEED -DOWN CULVERTS. During the closure period, the bleed - <br />down culverts will allow for the drawdown of impoundment water and the use <br />of some overpumping should it be deemed necessary. <br />C. MOSQUITO PRODUCTION FROM THE SOUTHEAST CELL. If larval <br />dipping during the summer management period shows mosquito production to <br />become a problem, Culverts #5 & 6 will be closed and #9 will be opened <br />allowing the Southeast Cell to_ become part of the • flooded impoundment <br />system. However, reasonable efforts will be made to keep the Southeast Cell <br />open. <br />D. CESSATION OF PUMPING. IRMCD will_ cease pumping IR lagoon water <br />into Impoundment #1 by Sept 1. <br />E. OPENING OF CULVERTS. Using the bleed -down culverts, MMCD will <br />begin a slow release of impoundment water by Sept. 15 to try and avoid a <br />large sudden release of impoundment water to the lagoon. Culvert flapgates <br />will be opened completely when impoundment water levels equal those in the <br />IR lagoon. However regardless of water level discrepancies, all culverts will <br />be opened no later than Oct. 15. <br />F. ADDITIONAL CONSIDERATIONS. IRMCD will continue to monitor <br />rainfall, impoundment water Ievels, larval and adult mosquito occurrence, <br />chemical treatments and pumping records. If an operating permit is necessary <br />for management of this impoundment, additional monitoring as required by the <br />permit will be conducted. In the. past this has included measuring dissolved <br />oxygen, salinity and turbidity at representative locations. <br />11 <br />
