Exhibit "D" <br />IR Impoundment 413 Mansgement Plan <br />Mav 1992 <br />G. MANAGEVI TN l' IMPLICATIONS. The effects of opening Impoundment <br />#18 w the lagoon will be interesting. Since the water source for summer <br />flooding will continue to be the near -fresh canal, summer salinities in the <br />impoundment should remain low. However, opening of the culvert to the <br />lagoon in the fall/winter & spring should allow saline water (>20 ppt) to <br />restore more natural salinities to the marsh during that period. The winter dry - <br />down period should aid in impoundment revegetation. However, if dry -down is <br />thorough, the Ruppia beds could suffer thus adversely affecting a food source <br />for ducks which frequent this impoundment. But as previously mentioned, <br />there will still remain considerable freshwater habitat nearby with the <br />Freshwater Pond and Impoundment #19 to the north. <br />H. SUMMARY. IRMCD believes that the proposed management changes to IR <br />Impoundment #18, which are consistent with SOMM goals, will improve <br />management of the area for. 1) natural resources - by establishing connection <br />between the impoundment and lagoon and by attempting to leave part of the <br />impoundment intertidal year-round and 2) mosquito control - by improving <br />pumping capabilities in an impoundment with a very uneven topography. As <br />with the other plans now being submitted by IRMCD, we look forward to <br />working with cooperating- agencies, in this case Indian River County, the St. <br />Johns River Water Management District, the Dept_ of Agriculture and <br />Consumer Services and the Florida Medical Entomology Laboratory -University <br />of Florida, in implementing this important project. <br />V.
