Brown, County Administrator <br />From: Cindy Corrente, Interim Director of Utility Services <br />Prepared By: Terry Southard, Operations Manager <br />Subject: Replacement of Well S-1 at the South County Water Treatment Plant <br />Background: <br />Indian River County Department of Utility Services (IRCDUS) owns and operates a well -field in South <br />County that consists of seven (7) Floridan supply wells that are the raw water supply and water source for <br />the South County Reverse Osmosis (SCRO) water treatment plant (WTP). This well -field is the only water <br />supply for the plant and maintaining it is critical to the sustainability of the water system. <br />On June 8, 2021, the Indian River County Board of County Commissioners (BCC) approved an agreement <br />with All Webbs Enterprises, Inc., (All Webbs) to explore other water uses so as to not impact existing legal <br />users (ELUs), as required by the St. Johns River Water Management District (SJRWMD) regulations. All <br />Webbs was to deepen well S-1 at the SCRO WTP and well N-7 at the North County Reverse Osmosis (NCRO) <br />water treatment plant (WTP). <br />The particular wells were selected based on their age and deteriorating water quality. Well S-1 was forty <br />years old. The quality of water from it was diminishing. That is not unexpected for a well of that age. <br />During the initial phase of drilling to deepen S-1, the well collapsed with sand filling the well from behind <br />the casing. Upon investigation deeper into the well with a camera, it became apparent that the damage <br />was so significant that the well was not salvageable. Therefore, well S-1 had to be plugged and the <br />appropriate documentation was sent to SJRWMD. <br />Analysis: <br />Since maintaining the well -field and all 7 wells is critical to the sustainability of the water system, staff <br />requested that Kimley-Horn and Associates (KHA) prepare a proposal for the survey, design, permitting, <br />and construction services to replace well S-1 with a new Floridan aquifer supply well. KHA provided a <br />preliminary estimate of $1.4 million to replace the well. Construction of a raw water main from the new <br />well to treatment plant will be required too. The preliminary estimate for the main is $200,000. KHA has <br />provided Work Order No. 8, which is in accordance with the Agreement for Professional Services for Water <br />Plant and Water Resources Engineering Services - Request for Quote (RFQ) 2019070 dated November 5, <br />2019. The scope of work is more specifically described in the attached work order. The total negotiated <br />cost for Work Order No. 8 is $222,511. <br />170 <br />
