6. Consistency with the comprehensive plan and LDR's: as <br />described in this report, the proposed use, intensity, <br />and site plan design are in accordance with the <br />comprehensive plan and LDRs. <br />7. Compatibility with surrounding uses: The project's <br />intensity, location, and screening are adequate to ensure <br />compatibility with surrounding uses. <br />8. Public health, safety, and welfare: No adverse impacts on <br />public health, safety, and welfare are anticipated, since <br />the project design meets all utility. services, <br />environmental health, traffic engineering and drainage <br />engineering requirements. <br />9. Orderly development: The project promotes orderly <br />development by being designed to properly fit into the <br />area roadway, utilities, and drainage network and by <br />being compatible with surrounding uses. <br />15. Specific Land Use Criteria: The following specific land use <br />criteria apply: <br />a. No building or structure shall be located closer than <br />thirty (30) feet to any property line abutting a <br />residential use or residentially designated property; <br />b. Access shall be from a major thoroughfare unless <br />otherwise approved by the public works department; <br />C. Any accessory residential use, day care facility or <br />school upon the premises shall provide such additional <br />lot area as required for such use by this section and <br />shall further be subject to all conditions set forth by <br />the reviewing procedures and standards for that <br />particular use. Accessory residential uses may include <br />convents, monasteries,- rectories or parsonages as <br />required by these regulations; <br />d• Type "C" screening shall be provided along all property <br />boundaries where the facility is located adjacent to a <br />single-family residentially designated property. Type <br />"D" screening shall be provided alongall property <br />boundaries when the facility is locatep <br />adjacent to to <br />multiple -family residentially designated property. <br />All of the above specific land use criteria have been <br />satisfied by this site plan application. <br />RECOMMENDATION: <br />Based on the analysis performed, staff recommends that the Board of <br />County Commissioners grant special exception use approval for the <br />requested expansion. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter.
