BOOK 96 PnGE 615 <br />At its regular meeting of October 26, 1995, the Planning and Zoning <br />Commission voted to recommend that the Board of County <br />Commissioners grant the special exception use request (see <br />attachment #4). <br />The Board of County Commissioners is now to consider and approve, <br />approve with conditions, or deny the special exception use request. <br />Pursuant to Section 971.05 of the LDRs, the Board of County <br />Commissioners is to consider the appropriateness of the requested <br />use for the subject site and surrounding area. The County may <br />attach any conditions and safeguards necessary to mitigate impacts <br />and to ensure compatibility of the use with the surrounding area. <br />Staff has reviewed the submitted proposal and has granted minor <br />site plan approval subject to the granting of special exception use <br />approval. Therefore, the minor site plan approval will become <br />effective when the Board of County Commissioners grants special <br />exception use approval. <br />ANALYSIS: <br />1. Zoning Classification: RS -3, Single Family Residential (up to <br />3 units per acre) <br />2. Land Use Designation: Low Density -1 (up to 3 units per acre) <br />3. Surrounding Land Use and Zoning: <br />North: Residential/RS-3 <br />South: Residential and Government (Forestry Div.)/RS- <br />.3 <br />East: 43rd Avenue and Residential/RS-6 <br />West: Residential/RS-3 <br />4. Total Site Area: 243,065 sq. ft. or 5.58 acres <br />5. Building Area: 8,524 sq. ft. existing <br />1,468 sq. ft. building addition <br />9,992 sq. ft. total <br />6. Total New Impervious Surface: 1,468 sq. ft. net increase <br />7. Open Space: Required:"40.0% <br />Provided: 74.1% <br />8. Traffic Circulation: Traffic circulation on the site will not <br />require any modifications to accommodate the addition to the <br />church. The existing access to 43rd Avenue and on-site <br />traffic circulation plan have been approved by the County <br />Traffic Engineer. <br />9. Off -Street Parking: Parking requirements for the existing <br />place of worship and the proposed addition are satisfied by <br />existing parking areas. The addition to the church will <br />provide a parish hall annex, meeting rooms, and storage areas, <br />uses which are considered accessory to the church and which do <br />not increase the amount of parking required on the site. <br />14. Special Exception General Review Criteria: In its review of <br />this application, staff has made the following findings in <br />regard to the general review criteria for special exception <br />uses found in LDR section 971.05(7) and (9); <br />1. Ingress/egress and traffic safety have been adequately <br />addressed in the site's access, parking lot, and building <br />access layout. All county codes relating to these issues <br />are satisfied. <br />2. Off-street parking and loading areas have been adequately <br />provided for the existing facility and proposed addition. <br />3. Utilities in the form of public water have been <br />adequately provided, and the site will continue to be <br />served by the existing on-site septic system. <br />4. Screening and buffering have been adequately provided by <br />an existing type "C" buffer along the perimeter of the - <br />site. <br />5.
