For this reason, no <br />adverse environmental impacts associated with this request are <br />anticipated. <br />CONCLUSION <br />Based on the analysis, staff has determined that the requested land <br />use designation and zoning district are compatible with surrounding <br />areas, consistent with the comprehensive plan, meet all concurrency <br />criteria, will have no negative impacts on environmental quality, <br />and meet all applicable land use designation amendment and rezoning <br />criteria. The data and analysis demonstrate that the proposed <br />amendment will have an insignificant impact on the county's RAR. <br />Most importantly, the subject property is located in an area deemed <br />suited for medium -density multiple -family residential uses. For <br />these reasons, staff supports"the request. <br />RECOMMENDATION <br />Based on the analysis, staff and the Planning and Zoning Commission <br />recommend that the Board of County Commissioners transmit this <br />land use amendment to DCA and request DCA and all reviewing <br />agencies to conduct a full review of the amendment. <br />Community Development Director Robert Keating reviewed the <br />Comp Plan amendment process, advising that this is the first public <br />hearing before the Board of County Commissioners on this land use <br />amendment request. If the Board approves the transmittal of this <br />application to the Department of Community Affairs (DCA) in <br />Tallahassee for their 90 -day review, a second and final public <br />hearing will be scheduled to consider any comments made by the DCA <br />and whether to adopt an ordinance amending the Comp Plan by <br />redesignating the land use. If the Board denies the transmittal of <br />an application to the DCA, the application process will come to an <br />end. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Attorney Bruce Barkett of 756 Beachland Boulevard, <br />representing the applicant, advised that he is here to answer any <br />questions the Commissioners might have. <br />The Chairman asked if anyone else wished to be heard in this <br />matter.
