Boa 96 pv. 'z 637 <br />The third criterion of Future Land Use Element Policy 13.3 also <br />applies to the changes to Figures 4.5.2 and 4.13.2. These changes <br />update the functional classification from Rural Principal Arterial <br />to Urban Principal Arterial for S.R. 60 between I-95 and 100th <br />Avenue. <br />After the 1990 Census, the boundary of the county's urbanized area <br />expanded west along S.R. 60 from I-95 to 100th Avenue. The <br />expansion of the urbanized area constitutes a substantial change in <br />circumstances. For that reason, the proposed amendment meets <br />Future Land Use Element Policy 13.3's third criterion and is <br />consistent with Future Land Use Element Policy 13.3. <br />- Capital Improvements Element <br />State law determines the conditions under which programmed <br />improvements to a roadway may be considered when assessing the <br />roadway's capacity. Since plan adoption, state law regarding this <br />issue has been changed. That revision to state law constitutes a <br />substantial change in circumstances. For that reason, the proposed <br />amendment meets Future Land Use Element Policy 13.3's third <br />criterion and is consistent with Future Land Use Element Policy <br />13.3. <br />Consistency with Other Comprehensive Plan Policies and Objectives <br />While Future Land Use Element Policy 13.3 is of special relevance <br />to all comprehensive plan amendments, other objectives and policies <br />are also applicable. <br />- Transportation Element <br />Transportation Element Policy 8.1 specifically states that the <br />county recognizes that the county will be designated "urban" and <br />that an MPO will be established. Policy 8.1 also states that the <br />county will work for a coordinated transition to MPO status. <br />Additionally, Economic Development Element Objective 9 states that <br />the county will facilitate coordination and cooperation among <br />governmental jurisdiction and agencies. By eliminating <br />inconsistencies between the comprehensive plan and the MPO plan, <br />the proposed amendment implements Transportation Element Policy 8.1 <br />and Economic Development Element Objective 9. <br />- Capital Improvements Element <br />The proposed amendment increases the county's flexibility for <br />determining when facility infrastructure capacity can be considered <br />available. For that reason, the proposed amendment is consistent <br />with several plan policies that require the maintenance of minimum <br />LOS. Those policies include Capital Improvements Element Objective <br />3 and Policy 3.5, and Traffic Circulation Element Policies 1.1 and <br />2.1. <br />While the referenced objectives and policies, including Future Land <br />Use Element Policy 13.3, are particularly applicable to this <br />request, other comprehensive plan policies and objectives also have <br />relevance. For that reason, staff evaluated the subject request <br />for consistency with all plan policies and objectives. Based upon <br />that analysis, staff determined that the proposed changes to the <br />Traffic Circulation and Capital Improvements Elements are <br />consistent with the comprehensive plan. <br />ANALYSIS OF REASONABLENESS OF PROPOSED AMENDMENTS <br />Traffic Circulation Element <br />The proposed changes to the Traffic Circulation Element will <br />incorporate the latest and best available data into the <br />comprehensive plan. They will also cause the plan to more <br />accurately reflect current conditions and programmed improvements. <br />The proposed amendments ensure that the ccqunty plan will be <br />consistent with the MPO's long range plan. Since all state and <br />federal highway improvement expenditures must be approved by the <br />affected MPO, the MPO is the county's primary transportation <br />planning agency. By giving priority, when conflicts occur, to new <br />table 4.7.4, which is consistent with the MPO plan, the new Policy <br />1.5 will ensure that the comprehensive plan is consistent with the <br />MPO plan. With the adoption of the EAR recommended comprehensive <br />plan amendments, all of the tables in the transportation element <br />will be consistent with each other and with the MPO plan. <br />NOVEMBER 21, 1995 34 <br />
