BOOK , 96 W 65 <br />SOUTH BEACH AREA OBSTACLES <br />The Board reviewed a Memorandum of November 17, 1995: <br />TO: Jim Chandler, County Administrator v <br />FROM: Doug Wright, Director `•:�. ! <br />Emergency Services <br />DATE: November 17, 1995 <br />SUBJECT: Beach Obstacles - South Beach Area <br />On October 20, 1995, 1 received a call from Mr. Bill Tucker <br />representing Environmental Science and Engineering from Jacksonville, <br />Florida, who is a contractor associated with the US Army Corps of <br />Engineers in the project entitled "Removal of Selected Beach <br />Barriers" in Indian River County. Mr. Tucker informed me that bid <br />documents had been prepared and he felt the project would be going to <br />bid in the near future. <br />On November 9, 1995, I received a copy of a memo from Indian River <br />County Coastal Engineer Don Donaldson informing that he had recently <br />talked with Richard Bonner of the US Army Corps of Engineers <br />regarding the beach project. The memo stated that since this was a <br />Department of Defense funded project, the Jacksonville District of <br />the Corps of Engineers had prepared the necessary plans and was <br />prepared to issue a Notice for Bid on the project when the Army <br />Headquarters pulled the funding. Mr. Bonner suggested that the <br />County contact certain individuals at the USACOE Headquarters in <br />Washington, DC, to make a request for funding of the local project. <br />He indicated he felt that given the recent cuts to USACOE budget and <br />other federal programs, it would be difficult to obtain funding for <br />small projects like ours without local involvement. <br />I arranged for contact with both Mr. Tucker and the USACOE Project <br />Manager Robert Bridgers on November 16, 1995. 1 was informed that <br />Mr. Bridgers had been reassigned to another division and that all <br />environmental restoration and ordnance removal projects had been <br />suspended for an undetermined period of time. He stated no projects <br />were imminent and Congress had only approved funding for the civil <br />portion of the USACOE. Both Mr. Tucker and Mr. Bridgers were <br />informed of the recent serious injury from objects on the beach and <br />the potential for additional injuries to citizens and visitors in <br />this area. Both felt communications from local officials to <br />congressional representatives and the USACOE Headquarters would be <br />beneficial in obtaining funding for the beach project. <br />I recommend that you urge the Board to forward correspondence to <br />anyone and everyone that may be able to assist in securing funding <br />for this work to be accomplished. <br />County Administrator Chandler asked the Board to support <br />direct contact with legislative representatives and the Army Corps <br />of Engineers regarding the problem and explained that he would like <br />to draft a letter enclosing some photographs. <br />Commissioner Bird commented that the magnitude of the problem <br />has increased with beach erosion. <br />Administrator Chandler stated that more and more obstacles are <br />being found and that a couple of weeks ago a physician had <br />contacted the County about an injury. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Adams, that the Board agree to contact <br />the United States legislative. representatives and <br />Colonel Terry Jones of the US Army Corps of <br />Engineers in an effort to secure funding for the <br />beach project. <br />NOVEMBER 21, 1995 54 <br />
