Under discussion, Commissioner Bird commented that the federal <br />government has polluted the area creating an environmental hazard <br />and now is saying "sorry, our funds dried up". The same government <br />is insisting that the County clean up the Griffin Landfill problem <br />and threatening that, if the job is not done correctly, it could <br />cost the County millions of dollars. He felt that the County <br />should tell the federal government that our funds have also dried <br />up. <br />THE CHAIRMAN CALLED THE QUESTION and the motion <br />passed unanimously. <br />CONSULTANT FOR PREPARATION OF CDBG NEIGHBORHOOD <br />REVITALIZATION GRANT APPLICATION <br />The Board reviewed a Memorandum of November 15, 1995: <br />TO: James E. Chandler <br />County Administrator <br />D ION BEAD CONCURRENCE: <br />DATE: November 15, 1995 <br />Robert M._Reatin , AICJV <br />Community Development ii�rector <br />FROM: Sasan Rohani, AICP S •!L - <br />Chief, Long -Range Planning <br />RE: Consideration and Approval of a Consultant for <br />Preparation of a CDBG Neighborhood Revitalization Grant <br />Application <br />It is requested that the data herein presented be,given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of November 21, 1995. <br />DESCRIPTION AND CONDITIONS <br />Last year, residents of both the Colored School Subdivision and the <br />unplatted Whitfield Subdivision approached county officials <br />regarding infrastructure improvements in those areas. At that <br />time, residents of those subdivisions indicated that road paving <br />was their major concern. Because those two neighborhoods contain <br />a high percentage of very low and low income residents, staff <br />determined that a Community Development Block Grant (CDBG) in the <br />neighborhood revitalization category was a possible funding source <br />for the requested infrastructure improvements. <br />On December 20, 1994, the Board of County Commissioners authorized <br />public works and community development staff to apply for a CDBG <br />neighborhood revitalization grant for the Colored School <br />Subdivision and Whitfield Subdivision target areas. The Board also <br />authorized staff to initiate the process to select a consultant to <br />prepare the CDBG application and administer the grant. Finally, <br />the Board committed budgeted petition paving funds to be used as a <br />match for the grant. <br />On February 7, 1995, the Board approved the consultant firm of <br />Clark, Roumelis and Associates, Inc. to prepare the CDBG <br />application. <br />On February 26, 1995, at an advertised public hearing, the Board of <br />County Commissioners formally chose the neighborhood revitalization <br />category for the county's CDBG application submittal. Also at that <br />meeting, the Board reactivated the existing CDBG citizen advisory <br />committee and established March 21, 1995, as the date for a second <br />public hearing. <br />Subsequently, the Board of County Commissioners approved the <br />following documents which were required as part of the CDBG <br />application: <br />96 <br />NOVEMBER <br />NOVEMBER 21, 1995 55 <br />
