BOOK 96 PnE 659 <br />• Indian River County Fair Housing Ordinance <br />• Anti -displacement and relocation plan <br />• Section 504 compliance_Policy <br />• Citizen Participation Plan <br />• Procurement policies and procedures <br />• Affirmative action policy <br />• Non-violent civil rights demonstration policy <br />• Acquisition plan <br />The Board then approved the proposed CDBG application on March 21, <br />1995, and submitted a copy of the application to the Florida <br />Department of Community Affairs. <br />On August 28, 1995, the Department of Community Affairs published <br />a list of preliminary scores for the Neighborhood Revitalization <br />Grant category applications. According to that list, Indian River <br />County was to receive partial funding. The preliminary list <br />allocated $596,978.00 to the county, compared to the $750,000.00 <br />requested. <br />After the preliminary list was published; five jurisdictions that <br />scored lower than Indian River County appealed their preliminary <br />scores. These appeals are'currently pending and will not be <br />resolved until January, 1996. If any one of these jurisdictions is <br />successful in its appeal, the county will not receive any funding. <br />Since the CDBG application appeals will not be resolved until <br />January and because it is possible that one or more of the appeals <br />will be granted and eliminate the county's preliminary grant award, <br />DCA has encouraged the county to re -apply for the next funding <br />cycle. The deadline to submit the application for the next funding <br />cycle is December 20, 1995. <br />Analysis <br />In this past year's CDBG funding cycle, the county's project scored <br />high for the project impact and scope of work categories; however, <br />the county scored only 68.42 points out of a possible 250 points in <br />the communitywide need score category, a category which is based on <br />the overall per capita income of the county. The communitywide <br />need score is determined by DCA for all jurisdictions, and the <br />county has no control over this score. <br />Because jurisdictions having an open application cannot apply for <br />another grant, DCA staff believes that the county has a good chance <br />of obtaining funding in the next funding cycle. Since the county <br />adopted all required policies, plans, and procedures as part of the <br />last application, these need not be re -adopted. <br />In anticipation of submitting an application for CDBG funding in <br />the upcoming cycle, the county prepared a Request for Proposals to <br />hire a consultant to prepare the CDBG application and administer <br />the grant. The county received five proposals. <br />On November 15, 1995 a consultant selection committee, consisting <br />of Jim Davis, Public Works Director, Harry Asher, Assistant Utility <br />Services Director, and Robert M. Keating, Community Development <br />Director, reviewed the submittals from the five firms and ranked <br />them as follows: <br />1. Clark, Roumelis & Associates <br />2. Fred Fox Enterprises <br />3. Mittauer & Associates and Jordan & Associates <br />4. Angie Brewer & Associates <br />5. Community Redevelopment Association <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners approve the <br />above prioritization list and authorize staff to begin contract <br />negotiations with the No. 1 ranked firm, Clark, Roumelis & <br />Associates. <br />Staff also recommends that the Board establish December 5, 1995, as <br />the date for the first public hearing on the CDBG application and <br />December 12, 1995 as the date for the second public hearing. <br />NOVEMBER 21, 1995 56 <br />
