12/86(Reso)LEGAL(Vk)JB <br />RESOLUTION NO. 87-3 <br />® A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS <br />OF INDIAN RIVER COUNTY, FLORIDA, INITIATING <br />CERTAIN WATER AND WASTEWATER IMPROVEMENT PROGRAMS <br />FOR A PORTION OF THE SOUTH BEACH AREA; STATING THE <br />O NATURE OF THE PROPOSED IMPROVEMENTS, THE TOTAL <br />ESTIMATED COST, THE METHOD OF PAYMENT OF <br />ASSESSMENTS, THE NUMBER OF ANNUAL INSTALLMENTS, <br />AND THE LEGAL DESCRIPTION OF THE AREA SPECIALLY <br />BENEFITED. THE AREA INVOLVED IS ANGLER'S COVE <br />SEWER ASSESSMENT, SEMINOLE SHORES AND ST. <br />CHRISTOPHER'S HARBOR SEWER ASSESSMENT, SEMINOLE <br />SHORES WATER ASSESSMENT, AND ST. CHRISTOP14ERIS <br />HARBOR WATER ASSESSMENT. <br />WHEREAS, Ordinance No. 81-27 authorizes the County <br />Commission to initiate certain water and sewer improvement <br />programs to be funded by special assessment against the <br />property to be benefited by the programs; and <br />WHEREAS, Angler's Cove, Seminole Shores, and St. <br />Christopher's Harbor on the south beach area in the <br />unincorporated area of Indian River County are in need of <br />certain water and sewer improvements; and <br />WHEREAS, the County has held a public hearing at 9:10 <br />A.M. on January 13, 1987, after notice by publication in a <br />newspaper at least 15 days before the hearing to review the <br />proposed projects, their costs, and input from benefited <br />owners; and <br />WHEREAS, the County intends to proceed to the second <br />public hearing for the purpose of approving a preliminary <br />assessment roll of the benefited owners; and <br />WHEREAS, those benefited owners have 90 clays from the <br />completion of the project to pay their assessment in full <br />without interest or three years in which to make equal annual <br />payments of principal, plus interest at 12%; <br />NOW, THEREFORE, BE IT RESOLVED BY THE: BOARD OF COUNTY <br />COMMISSIONERS 01= INDIAN RIVER COUNTY, FLORIDA, that: <br />1. The above statements are ratified. <br />2. The construction of Angler's Cove sewer <br />improvements, Seminole Shores and St. Christopher's Harbor <br />sewer improvements, Seminole Shores water improvement, and <br />St. Christopher's Harbor water improvement are all determined <br />0 <br />r -n <br />•! <br />
