Boa 96 PAa 726 <br />prepare a CDBG application for the county. CDBG grants are <br />available in the following categories: <br />C Economic Development <br />G Neighborhood Revitalization <br />0 Commercial Revitalization <br />0 Housing <br />At this time, the Board must formally choose the grant category for <br />which it will apply. <br />ANALYSIS <br />For the past year, county staff have been working with residents of <br />the Whitfield and Colored School Subdivisions to get roads paved <br />and water lines installed throughout the subdivisions. One of the <br />few funding sources for these improvements is the Neighborhood <br />Revitalization category of the Community Development Block Grant <br />program. Since the Whitfield and Colored School Subdivisions have <br />a high percentage of low and moderate income residents and <br />infrastructure improvements are necessary for the areas, staff feel <br />that neighborhood revitalization should be selected as the CDBG <br />application category. <br />A representative of Clark, Roumelis & Associates, Inc., the <br />consulting firm preparing the county's grant application, will <br />attend the December 5th Board meeting and will make a presentation <br />regarding the different CDBG grant categories. Then, the Board <br />must formally choose the appropriate grant category. Also, the <br />Board must establish a CDBG Citizen Advisory Task Force or <br />reactivate the existing one (a copy of the membership list of the <br />existing CDBG Citizens Advisory Task Force is attached). Finally, <br />the Board must establish a date for a second public hearing. <br />Recommendation <br />Staff recommends that the Board of County Commissioners choose the <br />Neighborhood Revitalization grant category. Staff also recommends <br />that the Board of County Commissioners reactivate the existing CDBG <br />Advisory Committee.
